Short Title

Abolishing the existing Kansas wildlife and parks commission on January 1, 2025, creating a new Kansas wildlife and parks commission, granting appointment authority for such commission to multiple state officers, authorizing the election of the chairperson thereof and requiring senate confirmation of appointees thereto.

The Chair opened the hearing on SB347.  The revisor provided an overview of the bill.  Questions were asked by Representatives Ruiz, Highberger, and Hoye.

Chairperson Carpenter recognized Representative Corbet as a proponent on the bill (Attachment 1).  Questions were asked by Representatives Ruiz and Buehler. 

Chairperson Carpenter closed the hearing on SB347.

Chairperson Carpenter stated that due to the lateness of the session, he would ask that the rule be suspended and the Committee work SB347 today.

Representative Hoye stated that she is opposed to suspending the rules and working the bill today.  She asked the revisor how many votes would be needed to get to the two-thirds majority and if it takes two-thirds of the entire committee or two-thirds of the members present today.  The revisor stated the rule just calls for a two-thirds majority, but doesn't specify if it's of the whole committee or of those present.

Representative Sanders moved that the rule be suspended and the Committee work SB347 today, seconded by Representative Kessler.  A vote was taken, and the Chair stated he was in doubt.  A vote by raising hands was taken.  There were twelve in favor of the motion and seven opposed.  The motion failed for lack of a two-thirds majority.

Chairperson Carpenter stated that the Committee will work the bill tomorrow.
