Chairman Peck opened the hearing on HB2543.

Tamera Lawrence, Revisor, gave an overview of the bills. (Attachment 1)

Kelsey Olson, Deputy Secretary, Kansas Department of Agriculutre (KDA) spoke to the bill. (Attachment 2)  KDA currently registers 17,000 brands with an estimated 1,500 new brands requested every year. The fee cap was last raised in 1991 when it went from $35 to $55. This bill would increase the cap to $100.  KDA's intention is to establish the new registration fee at $70. The fee registration is good for a 5 year period.

Deputy Secretary Kelsey Olson stood for questions.

Taylor Nikkel, Director of the Stockgrowers Division, Kansas Livestock Association (KLA) gave proponent testimony on the bill. (Attachment 3)  KLA stands in support, as a means for the KDA to raise brand registration fees and charge a brand application fee. While Kansas is not a mandatory brand inspection state, the brand program is still important to producers across the state.

Mr. Nikkel stood for questions.
