Chairperson Petersen called the meeting to order at 8:33 a.m. and opened the hearing on HB2498.

Adam Siebers, Assistant Revisor, Office of the Revisor of Statutes, explained that the bill provides for a new distinctive license plate--the First City of Kansas (Attachment 1).  He outlined the administrative process:  a 250 initial plate commitment, payment of up to $5000 for development costs, and an annual logo-use royalty payment.

Carol Dark Ayers, President of Leavenworth County Historical Society, testified as a proponent for the bill (Attachment 2).  She reviewed important historical events and notable individuals to show the city's importance to Kansas (involved in forming the state constitution, departure site for pioneers).  She commented that, since the Society receives only only grant income, the funding from the license plates will financially assist the Society.

Responding to a questions, she replied that the Kansas Department of Transportation informed the Society that final design on the plate could be determined later.  Mr. Siebers replied to another question that any fees sent to the County Treasurer would automatically be distributed to the Society.

The Chair closed the hearing on HB2498.
