Transferring authority for certification of continuing care retirement communities from the Kansas insurance department to the Kansas department for aging and disability services and lowering the nursing facility provider assessment for continuing care retirement communities.

Chairperson Gossage opened the hearing on HB2784.

Jenna Moyer, Staff Revisor gave an overview of the bill. (Attachment 1) There were no questions.

Lacey Hunter testified in support of  HB2784. (Attachment 2) She said in her testimony that HB2784 makes several policy changes related to Continuing Care Retirement Communities (CCRCs). It further defines what a CCRC is and moved registration of CCRCs from the Kansas Insurance Department (KID) to the Kansas Department for Aging and Disability Services (KDADS).

Eric Turek gave proponent testimony on HB2784. (Attachment 3) His testimony only  speaks to the portion of the bill that transfers the registration of CCRCs from KID to KDADs. It is more fitting for the registration and renewal authority to reside with KDADS, an agency that has substantial enforcement authority over these types of facilities.
