Minutes for HB2690 - Committee on Utilities

Short Title

Abolishing the 911 coordinating council and establishing the state 911 board; abolishing the 911 operations fund, 911 state fund and 911 state grant fund outside of the state treasury and establishing the state 911 operations fund, state 911 fund and state 911 grant fund in the state treasury; and authoring counties to contract with other counties for the provision of 911 PSAP services.

The Chairperson opened the hearing on HB 2690.

Nick Myers gave an overview of the bill and stood for questions from the committee.(Attachment 1)

Troy Briggs testified in support of the bill that would clarify issues with contractors by making the 911 Coordinating Council into a state agency.  The conferee stood for questions.(Attachment 2)

Ed Klumpp testified in support of the bill and stated that the coordinating council has done a marvelous job of developing the 911 system in Kansas.  However, this bill will improve the management design and the current contract issues.  The conferee made several recommendations that were included in his testimony. (Attachment 3)

Sherry Massey testified as a neutral conferee on the bill and proposed an amendment to the bill that would add language allowing the state 911 board to enter into and support agreements for the interstate and interlocal interconnection of ESInets.  The conferee stood for questions. (Attachment 4)

Senator Francisco asked Sherry Massey to send her recommendations to the Committee Assistant.

Kari Rinker testified as a neutral conferee on the bill and recommended that 911 telecommunicators that provide dispatch for emergency medical conditions be trained in telecommunicator cardiopulmonary resuscitation. (Attachment 5)

Kyle Hoffman testified in support of the bill and the amendments Sherry Massey proposed.  He recommended looking at further training for staff at a later time. (Attachment 6)

The Committee recommended that the recommendations from Ed Klumpp and Kari Rinker be included as topics for further study.

The Chairperson closed the hearing on HB 2690.
