The Chair opened the hearing on HB2507.
Mr. Siebers explained that the bill designates a bridge in Sumner County as the SrA Derek Scott Martin Memorial Bridge (Attachment 5). He commented that the KDOT Secretary will place signs designating the bridge after receiving sufficient funds from gifts and donations to cover the cost of the signs.
Via Web-ex Paula Coffman, mother of Derek, shared the memories of her son's growing up. his burgeoning patriotism following the 9-11-2001 attack, his six years of service in the U.S. Air Force in Afghanistan, and the emotional impact of war (Attachment 6).
Via Web-ex Derek's older sister Laura Roman also shared the joys of life in watching Derek grow up and his love for children. She expressed appreciation for what a memorial bridge will mean to the community (Attachment 7).
Representative Bill Rhiley, District 80, spoke in support of the bill. He expressed gratitude for the service of soldiers like Derek and noted the deleterious power of PTSD (Post-Traumatic Stress Disorder). He said the bill will honor Derek and many others who have served their country (Attachment 8).
Sixteen family and community members provided written testimony in support of the bill (Attachment 9).
The Chair closed the hearing on HB2507.
