Short Title

Creating a crime for injuring or causing death of certain authorized emergency vehicle operators and establishing penalties therefor and increasing penalties for unlawful passing of stationary authorized emergency vehicle.

The Chair opened the hearing on SB426.

Mr. Siebers stated that the bill increases the penalties when an authorized emergency vehicle is stopped and a driver approaches (Attachment 4).  For a four-lane highway, if possible the driver must change lanes; for two-lane highways the driver must use caution when approaching a stationary emergency vehicle.  Mr. Siebers traced the significant increases in fines for violations.

Ed Klumpp, Legislative Liaison, Kansas Association of Chiefs of Police, Kansas Sheriffs Association, and Kansas Peace Officers Association, testified as a proponent.  He said the increases in fines would bring Kansas in line with other states (Attachment 5).

Written-only proponent testimony was submitted by Wendi Stark, Legislative Liaison, League of Kansas Municipalities (Attachment 6).

The Chair closed the hearing on SB426.

The Chair adjourned the meeting at 8:46 a.m.  The next meeting is scheduled for Tuesday, February 20, 2024
