Chair Hoheisel opened the hearing on HB 2711 and recognized David Wiese, Senior Revisor of Statutes who provided an overview. (Attachment13) No questions.

Proponents - Chair Hoheisel recognized the following individuals who spoke in support of HB 2711:  Ed Klumpp, Legislative Liaison, Kansas Association of Chiefs of Police, Kansas Sheriff's Association, Kansas Police Officer Association, (Attachment14), and Lori Feldkamp, President and CEO, Big Lakes Developmental Center, Inc., (Attachment15).  A question and answer period followed.

Informational - Chair Hoheisel recognized Jarod Waltner, Planning and Research, KPERS, (substituting for Alan Conroy, Executive Director, KPERS), who provided informational testimony related to HB 2711. (Attachment16)  A question and answer period followed.

Proponents-Written Only - Chair Hoheisel announced that Timothy Graham, Director Government Relations and Legislative Affairs, Kansas National Education Association (KNEA), (Attachment17); Leah Fliter, Assistant Executive Director of Advocacy, Kansas Association of School Boards (KASB), (Attachment18); and Colin McKenney, CEO, Starkey, Inc., (Attachment19), provided written only testimony in support of HB 2711.  During the meeting, Steve Kearney, Executive Vice President, Kansas State Troopers Association, provided proponent-written only testimony, (Attachment20), but unable to announce.  Mr. Kearney-KSTA testimony was provided to committee members, staff and legislative website after the meeting, and included in committee minutes.
