Jason Long provided a briefing of the hearing. (Attachment8)
Jessica Lucas spoke in support of the bill because the changes open up scholarships to out of state applicants and changing the residence requirements is a big tool for Cowley College. (Attachment9)
Jason Watkins gave proponent testimony and stated that a lot of people who ask about the Promise Act haven't lived in Kansas for three years and the workforce needs the bill. There are many people who have graduated from a high school or have their GED but don't have a skill set that could benefit from this program. (Attachment10)
Elaine Frisbie was neutral on the bill and stated that the program is complicated for the Board of Regents to administer. (Attachment11)
