Minutes for HB2632 - Committee on Federal and State Affairs

Short Title

Expanding membership of the law enforcement memorial advisory committee to include a representative of the Kansas chapter of concerns of police survivors to be appointed by the governor.

Chairperson Carpenter opened the hearing on HB2632.  The revisor provided an overview of the bill.

Chairperson Carpenter recognized Dana Evans as a proponent of the bill (Attachment 2) on behalf of the Kansas Concerns of Police Survivors (KS-COPS).  Their organization is there for the survivors as soon as allowed after an event happens.   They hold their hands and listen to them; they help them get benefits and they have activities and other events for them to go to.  They have mental health specialists available for them.  They are a direct voice of those survivors so it is important that they have a representative on the Law Enforcement Memorial Advisory Committee.

Ed Klumpp testified as a proponent of HB2632 on behalf of the Kansas Sheriffs Association, the Kansas Association of Chiefs of Police, and the Kansas Peace Officers Association (Attachment 3). He stated that having a representative of the KS-COPS as a voting member on the Law Enforcement Officers Memorial Committee will give the Committee the family members of the fallen officers a direct voice.

Chairperson Carpenter noted that there is written proponent testimony from Col. Erik Smith, Kansas Highway Patrol (Attachment 4).

Chairperson Carpenter closed the hearing on HB2632

Chairperson Carpenter asked the Committee if there was any objection to going ahead and working HB2632 today.  There was no objection.

Representative Ruiz moved to suspend the rules and work HB2632 today, seconded by Representative Sanders.  The motion carried

Representative Ruiz moved to recommend HB2632 favorably for passage and that it be placed on the consent calendar, seconded by Representative Eplee.  HB2632 was favorably passed and recommended for placement on the consent calendar.

There being no further business, the meeting was adjourned at 9:20 a.m.
