The Chair opened the hearing on HB2478. a bill to add "maternity center" to the definition of "healthcare provider" in statutes regarding professional liability insurance requirements for health care providers. Assistant Revisor, Ma, provided an overview of the bill and stood for questions. No fiscal effect is expected by either the Healthcare Stabilization Fund, or the Kansas Insurance Department.
Neutral testimony was given by Clark Shultz, Executive Director of the Healthcare Stabilization Fund. Primarily, this bill would require licensing and accreditation, would allow birth maternity centers access to the Fund and would require them to follow the Health Care Provider Insurance Availability Act. (Attachment 5). Mr. Shultz stood for questions.
