SUPPLEMENTAL NOTE ON HOUSE BILL NO. 2663

Brief

       HB 2663 would amend various statutes relating to motor vehicles and traffic to clarify the treatment of electric personal assistive mobility devices (EPAMDs). EPAMDs, which would be defined as self-balancing two non-tandem wheeled devices, designed to transport only one person, with electric propulsion systems that limit the maximum speed to 15 mph or less, would be excluded from the definition of vehicle in KSA 8-126 and KSA 8-1485. Persons using EPAMDs also would be added to the definition of “pedestrian” in KSA 8-1446.


Background

       The bill was supported by a conferee representing Segway LLC who noted that the National Highway Traffic Safety Administration has ruled that EPAMDs are not motor vehicles.
