SUPPLEMENTAL NOTE ON SENATE BILL NO. 416

Brief

       SB 416 would broaden the allowable expenditures by the Department of Health and Environment (KDHE) from the Driving Under the Influence Fund to include, but not be limited to, laboratory enhancement and other purposes relating to presentation of evidence (such as travel). Currently, the only allowable expenditures from the fund are blood or breath alcohol equipment and driving programs.


Background

       The bill was introduced by the Senate Committee on Public Health and Welfare. Dr. Duane Boline, Director, KDHE Laboratory, spoke in favor of the bill. A representative of the Kansas Licensed Beverage Association voiced concern over the wording of the bill as written.
