SUPPLEMENTAL NOTE ON SENATE BILL NO. 405

Brief*

       SB 405 permits the State Fair Board to authorize the consumption of alcoholic liquor on the Kansas State Fairgrounds.

       Current law allows alcoholic liquor only on the state fairgrounds at pari-mutuel racing events and at wine judging competitions.

Background

       A representative of the Kansas State Fair Board testified in support of the bill. He said that the Fair Board does not plan to allow public consumption of alcohol during the annual Kansas State Fair. The inability to allow alcohol at non-fair renters’ functions has resulted in lost rentals and lost revenue.

       No opponents testified before the Committee.

       According to the Division of the Budget, passage of SB 405 would have no fiscal impact on the State Fair.
