SB 374, as amended, provides statutory authorization to various state agencies for the collection of over 40 different fees which have previously been included as provisos in appropriations bills. The agencies and fees affected by the bill include:

Board of Education		Educational interpreter performance assessments; inservice workshops and conferences; interactive video conference facility
State Historical Society		Archeological services; microfilming services
Kansas Highway Patrol		Training Center use; sale of motor vehicle fuel
Kansas Bureau of Investigation		Laboratory tests; education and training services; investigations performed for Lottery and Racing and Gaming Commission; DNA Forensic laboratory tests; crime prevention materials
Emergency Medical Services Board		Educational videos and materials
Dept. of Agriculture		Water data
Kansas Water Office		Training and informational programs
Dept. of Wildlife and Parks		Aircraft services
Dept. of Transportation		Motor vehicle fuel; conference and training fees
Legislative Division of Post Audit		Copies of public records
Governor		Special programs or conferences
Attorney General		Training seminars

The President and Chief Executive Officer of the Board of Regents and a representative of the University of Kansas testified and presented suggested amendments to the bill.

Senate Committee amendments to the bill deleted several provisions related to special student credit hour fees at the University of Kansas. Other amendments to the bill were technical in nature.

The fiscal note submitted by the Division of the Budget indicates the bill would have no fiscal impact.
