Brief (1)



HB 2573 would amend one of the statutes related to requirements governing the development of the Oz Theme Park. As a precondition for issuing STAR bonds, the Kansas Development Finance Authority (KDFA) must adopt a redevelopment plan of the proposed Oz Theme Park project prior to July 1, 2001. The bill would extend that deadline to July 1, 2002. KDFA will not proceed with the project until it has been reviewed and approved by the Johnson County Commission.





Background



HB 2573 was requested by the Johnson County Board of Commissioners. On March 15, 2001, the Johnson County Commission failed to approve the proposed Oz Theme Park project. The decision was a split 2-2 vote with one abstention. Nonetheless, the commissioners approved county funding for an independent feasibility study and therefore requested the one-year extension to allow for further consideration of the project.
