Brief (1)



HB 2172 repeals a statute which requires county surveyors to review a subdivision plat or a plat of survey before recording of these documents with the county register of deeds. If a county surveyor is not available, the county engineer is made responsible.





Background



The bill was supported by the Kansas Association of Counties, the Kansas County Commissioners Association, the Kansas Register of Deeds Association, the Johnson County Commission, the Wabaunsee County Register of Deeds, and several others. Proponents noted over 70 counties had neither a county surveyor nor a county engineer. Proponents said the Kansas Board of Technical Professions was responsible for monitoring and disciplining surveyors who make errors.



The bill was opposed by the Kansas Society of Land Surveyors, the Saline County Highway Department, the Douglas County Surveyor, and others.
