SUPPLEMENTAL NOTE ON HOUSE BILL NO. 2124

Brief (1)



HB 2124 amends the improvement district law to extend to the Lake Wabaunsee Improvement District more extensive police powers to abate nuisances to require removal of grass, weeds, and other vegetation; to adopt regulations prohibiting domestic animals running at large; to adopt regulations to preserve the peace and order of the district; and to assess unpaid bills or charges for utility services against the property receiving the service as a lien. The powers currently are available to improvement districts located more than five miles from a city.



The Senate Committee of the Whole amended the city incorporation law to delete the requirement that a unanimous vote of the board of county commissioners is required for areas seeking incorporation located within five miles of an existing city.





Background



The bill as introduced was supported by the Lake Wabaunsee Improvement District and the City of Eskridge.



The bill has no fiscal effect.
