Brief ⁽¹⁾

HB 2105, as amended, would amend two existing statutes concerning patriotic observations and display of the United States of America (US) flag by school districts. The first amendment provides that patriotic observations in public schools would include instructions relating to flag etiquette, use, and display. The second amendment provides that the US flag shall be displayed by schools in conformance with the instructions relating to flag etiquette, use, and display. The State Board of Education shall adopt rules and regulations to implement these provisions.

As introduced, HB 2105 would have required the State Board of Education to establish and implement an instructional program on flag etiquette and the proper use and display of the US flag.

Background

Testifying in favor of the original bill were the main sponsor, Representative Hutchins; and Charles Yunker, American Legion; Gary Slimmer; and Ralph Snyder. Representative Garner and Senator Jackson submitted written testimony. There were no opponents.

The fiscal note prepared by the Division of the Budget on the introduced version of the bill anticipates expenses of $2,500 to cover printing of literature and postage for mailing the literature to 1,500 locations.
