SUPPLEMENTAL NOTE ON HOUSE BILL NO. 2068

Brief (1)



HB 2068 authorizes townships to accept land in the form of a gift, donation, or devise without approval of the electorate.



The Senate Committee of the Whole amended the bill to prohibit local governments from enacting local laws or regulations requiring landlords to provide a list of their tenants to the local government. Further, the Unified Government of Wyandotte County/Kansas City, Kansas is required to publish a quarterly statement of its expenditures specifying each amount in excess of $50 and to whom the amount was paid. The county home rule statute is amended to prohibit any county from exempting itself from or effecting changes in the publication requirement noted above.





Background



The sponsor of the bill said a township in his district was offered in excess of 20 acres of land but did not have legal authority to accept the gift. Current law only permits townships to acquire not to exceed three acres of land if voters approve.



The bill has no fiscal impact.
