HB 2016 concerns Wichita State University and would make two changes. The first would change the name of the "Wichita State University Endowment Association" to the "Wichita State University Foundation." The second would add Wichita State University to the current list of five state universities that are allowed to dispose of books or art objects without having to go through procedures regarding surplus state property.





Background



HB 2016 was supported by representatives of Wichita State University and the State Board of Regents. According to the University's representative, the Wichita State University Endowment Association earlier this year changed its name to the Wichita State University Foundation because the word "foundation" is considered more inclusive than "endowment association" and more descriptive of the broader function that the entity currently performs.



The amendment concerning the sale of books or art objects would correct an apparent oversight that occurred when Wichita State University became part of the state university system in the mid-1960s and was not added to the list of other state universities that are exempt from laws pertaining to surplus property for purposes of selling books or art objects. The current law permits the other state universities to trade or sell books and art objects for the purpose of purchasing additions to university collections.



The Higher Education Committee recommends that the bill be put on the Consent Calendar. The bill would have no fiscal impact.
