SENATE CONCURRENT RESOLUTION NO. 1605

Brief (1)



SCR 1605 would address regulations of the federal Environmental Protection Agency with respect to confined feeding operations, farm ponds, default low flows of Kansas streams, antidegradation requirements of certain Kansas water bodies, effluent created flow in Kansas streams, and primary versus secondary contact recreation requirements of certain water bodies in Kansas. The resolution would urge and request the administration of President Bush to permanently withdraw or withdraw and review and revise each of the regulations described in the resolution to fully accommodate the concerns expressed by Kansans during the public hearings conducted by the Environmental Protection Agency in the state.





Background



Conferees appearing in support of the resolution included the Secretary of Agriculture and representatives of the Kansas Corn Growers Association, the Kansas Grain and Feed Association, the Kansas Chamber of Commerce and Industry, and the Kansas Livestock Association. Also appearing in support of the resolution were producers from McPherson, Chautauqua, and Shawnee Counties. Written testimony in support of the resolution was provided by a representative of the Kansas Cooperative Council.



A representative of the Kansas Chapter of the Sierra Club and the Kansas Natural Resource Council appeared in opposition to the resolution.
