SB 86 amends KSA 32-1001 section 1(b) to increase the late fee charged to persons using state park facilities without paying the user fees from $5 to $15.





Background



SB 86 was recommended by the Natural Resources Committee at the request of the Department of Wildlife and Parks. The bill would increase the late fee charged to persons using park facilities without a permit from $5 to $15 to provide a greater deterrent to those who might illegally use state parks. The agency testified that the number of people cited for using the parks without a permit was approximately 1,000 in FY 1995 and estimates an increase to 3,000 for FY 2002.



According to the Division of the Budget fiscal note, the fiscal impact of the bill would be $30,000 all funds, which would go into the Parks Fee Fund.
