SUPPLEMENTAL NOTE ON SENATE BILL NO. 78

Brief (1)



SB 78 amends the school finance law as it relates to the school district contingency reserve fund to do the following:



Increase the maximum amount that a district may maintain in this fund from 4.0 percent of the general fund budget to 7.5 percent of the sum of the general fund and local option budgets; and



Remove the limitation that expenditures from the fund be for financial contingencies which were not anticipated at the time the general fund budget was adopted, leaving the spending decision entirely to the discretion of the local school board.



The bill becomes effective upon its publication in the Kansas Register.



Background



SB 78 embodies a recommendation by the Governor's Vision 21st Century Initiative Task Force on K-12 Education: Financing for Results. Spokespersons for the United School Administrators of Kansas, Kansas Association of School Boards, and Kansas National Education Association presented testimony in support of the bill. There were no opponents.



The Committee amendment makes the bill effective upon publication in the Kansas Register.



The fiscal note says that SB 78 would have no effect on state aid to school districts.
