SUPPLEMENTAL NOTE ON SENATE BILL NO. 540

Brief (1)



SB 540 relates to dealer demonstration permits for use on a truck or truck tractor. Specifically, the prohibition against motor vehicle dealers obtaining more than four demonstration permits within a 30-day period is deleted and the dealer is authorized to purchase such permits in multiples of three upon making proper application and payment of the required fees.



The effective date of this bill would be July 1, 2000.





Background



The Director of Governmental Relations and Membership Services of the Kansas Motor Carriers Association appeared in support of SB 540. He noted that currently a truck dealer is required to go to the county treasurer's office or to the Motor Carriers Service Bureau to obtain demonstration permits. These permits, however, cannot be obtained in the evenings or on weekends.



The Director of Vehicles of the Department of Revenue testified that the Division can administer the proposed change within existing resources.



The Department of Revenue indicates that during calendar year 1999, the Motor Carrier Services Bureau of the Division of Vehicles sold a total of four of the 72-hour demonstration permits and only two of the 15-day permits. County treasurer offices across the state account for a few more sales. Passage of this legislation could encourage increased utilization, however, it is not expected that the increase will be significant.
