Background



The conferees who testified in support of the original SB 265 include the primary sponsor, the conferees from the Kansas Association of Centers for Independent Living, the Kansas Catholic Conference, Kansans Respond, the Kansas AFL-CIO, and the Kansas Association of Community Action Programs. Opposition was expressed on behalf of the Kansas Chamber of Commerce and Industry, Kansas Chapter of the National Federation of Independent Business, and the Kansas Restaurant and Hospitality Association. Officials with the Department of Human Resources presented informational materials. The fiscal note on SB 265, as drafted, indicated no significant impact.



The provision regarding the prohibition on a local minimum wage was originally contained in SB 520. During the hearing on the bill, support for the measure was voiced by the conferees representing the Kansas Chamber of Commerce and Industry, the Manhattan Area Chamber of Commerce, the Kansas Chapter of the National Federation of Independent Business, and the Kansas Restaurant and Hospitality Association. Opposition was expressed on behalf of the Kansas AFL-CIO and the League of Kansas Municipalities. The fiscal note on SB 520 indicated no fiscal impact.
