Brief(1)



H.C.R. 5014 requests the creation of a Kansas Interdisciplinary Institute for Epilepsy. The resolution directs the Institute to find cost-effective, compassionate modes of alternate treatment to current therapies for persons with epilepsy and to find other applications for such treatments for other disciplines involved in the Institute. The resolution further directs that the Board of Regents be involved in supporting the Institute and that the Institute work with Dr. Ivan Osorio and his colleagues to further develop a device that can predict and control seizures.



The Committee amendment presents a more accurate discription of the populations subject to epilepsy.



Background



H.C.R. 5014 was drafted by and introduced at the request of the Health Care Reform Legislative Oversight Committee following Committee review of the development of a new device that can predict and control seizures and new treatments for persons with seizures that are not effectively controlled with traditional medications. Testimony indicated the device being developed has potential for other commercial uses and that, plus other groundbreaking work on seizure disorders by Dr. Osorio and his colleagues, could put Kansas in the forefront in this arena as well as having the potential for economic development.



The House Committee heard a presentation by Dr. Osorio.
