SUPPLEMENTAL NOTE ON HOUSE BILL NO. 2050

Brief(1)



H.B. 2050 would eliminate certain requirements regarding how employers provide information on newly-hired employees to the Department of Human Resources. The current law requirement that new hires information be reported on the Employers Quarterly Wage Report and Contributions Return filed with the Department of Human Resources is stricken. Second, employers and labor organizations would no longer be required to have those new employees, who must complete an I-9 form, attach an additional form inquiring whether the employee has been ordered by a court to pay child support.



The bill is placed on the Consent Calendar.





Background



The bill was requested by the Secretary of Human Resources. A spokesperson noted that it would make data entry efficient and effective. A representative of the Kansas Chamber of Commerce and Industry, also testified in support of H.B. 2050. He noted that this legislation eliminates reporting steps that are not needed.



The bill would eliminate the double entering of information that is currently submitted, thus decreasing the administrative burden on employers and the cost of forms and mailing. The exact fiscal impact of this legislation, however, cannot be estimated.
