S.B. 75 amends one section of the Kansas Uninsurable Health Insurance Plan Act--the high risk pool. The bill would exclude from those eligible for coverage under the Plan persons eligible for Medicaid benefits. Current law excludes recipients of Medicaid benefits from eligibility for coverage under the Plan.





Background



S.B. 75 was recommended by the Insurance Commissioner whose representative explained that the bill removes problems that arise for both the Plan and the Department of Social and Rehabilitation Services. The change from "recipient" to "eligible" clarifies the intention that individuals who are eligible for Medicaid benefits must receive their health care coverage from Medicaid and not through the state funded high risk pool.
