H.C.R. 5037 would memorialize Congress to enact legislation to sunset the IRS Code by December 31, 2000 and to develop and complete a replacement tax code for the American people. One provision of the resolution would express opposition to replacing the federal income tax with a national sales tax or "flat" income tax which could cause substantial shifting of the income tax burden to the average American citizen.
