SESSION OF 1998

SUPPLEMENTAL NOTE ON HOUSE BILL NO. 2727

As Recommended by House Committee on

Governmental Organization and Elections

Brief(1)

H.B. 2727 amends the city general improvement and assessment law to authorize cities to make improvements for waterworks systems owned and operated by Water District No. 1 in Johnson County.

Background

The bill was supported by a representative of Water District No. 1 in Johnson County. The proponent said that the Water District serves as a surrogate water utility for cities located within its boundaries. Rapid growth has required the construction of several large water mains to serve these areas. The District has previously cooperated with the cities of Olathe and Shawnee to finance water district mains. The Attorney General's Office suggested that a clarification of the law would be beneficial.

The bill has no fiscal impact on the state.
