SUPPLEMENTAL NOTE ON SENATE BILL NO. 611

S.B. 611 releases the Occupational Center of Central Kansas, Inc. from the obligation to deed or convey back to the State of Kansas any part of its property on the former grounds of Schilling Air Force Base in the event of dissolution of the corporation or discontinuance of the activities for which it was originally incorporated.



Current law requires that the land be used for activities for which the Occupational Center of Central Kansas, Inc. was originally incorporated or be returned to the state. S.B. 611 would free the Occupational Center of Central Kansas, Inc. from this limitation and allow it to use the land for whatever purpose it finds necessary. The bill would authorize the company to resell, lease, mortgage, or otherwise dispose of the property.

The Occupational Center of Central Kansas, Inc. testified in support of the bill.



The fiscal note on S.B. 611 indicated that the passage of the act would have a fiscal impact only if the Occupational Center of Central Kansas, Inc. is not using the land deeded to it by the state for the purposes for which the Center was originally created. In that case, the land would revert to the state and its value would become a state asset. Because the value of the land has yet to be assessed, an exact fiscal effect cannot be determined.
