Brief(1)



S.B. 423 would amend the Health Care Provider Insurance Availability Act to address the issue of salaries for unclassified employees of the Board of Governors of the Health Care Stabilization Fund. The bill would place sole responsibility for determining compensation paid to unclassified employees upon the Board. Amounts approved by the Board would not be subject to approval by the Governor.





Background



S.B. 423 was recommended by the Health Care Stabilization Fund Oversight Committee after the issue was referred from the 1997 Legislative Session for its consideration. The Board of Governors of the Fund, the Kansas Medical Society, and the Oversight Committee reviewed the salary issues during an interim meeting, agreed on the provisions of S.B. 423, and recommended its passage by the 1998 Legislature.



The Division of the Budget states that passage of this bill would have no fiscal effect.
