  The Senate was called to order by President Dick Bond.

  The roll was called with thirty-nine senators present.

  Senator Praeger was excused.

  Invocation by Chaplain Fred S. Hollomon:

      Heavenly Father,

       Since this is Valentine Day and people are exchanging cards and flowers and candy to
                                            show their love for each other  .  .  .  .

   I wonder if You might inspire political adversaries to call a truce and send each other a
              friendly, if not loving, Valentine.

   For instance, the Republicans could send a card to the Democrats expressing something
              like this:

       We know you are minority

   And would like to go much farther.

   But we love you just the way you are,

   So there's no need to bother!

      And perhaps a Valentine from the Democrats to the Governor would say:

       We send our love to Governor Graves

   And your delightful First Lady

   But you should spend more time at home

   With her and little Katie!

      And what about one from the Conservatives to the Moderates (or vice versa):

  On second thought, Lord, I think I'll pass on this one  .  .  .  .

       I'm not the smartest Chaplain,

   But they should know I wouldn't dare

   Say what they would like to say

   In a public prayer!!!

      I pray this trusting in Your sense of humor,

      AMEN

38-1507, 38-1513, 38-1532, 38-1542, 38-1543, 38-1544, 38-1562, 38-1563, 38-1565, 38-
1581, 38-1583, 38-1584, 38-1585, 38-1587, 38-1591, 38-1608 and 60-1610 and repealing
the existing sections, by Committee on Ways and Means.

   Enclosed herewith is Executive Order No. 00-03 for your information.

   The President announced Executive Order No. 00-03, ordering each executive branch
agency conduct a comprehensive review of rules and regulations within the jurisdiction of
such agency and report the results in accordance with certain guidelines, is on file in the
office of the Secretary of the Senate and available for review at any time.

MESSAGE FROM THE HOUSE
    Announcing passage of Substitute HB 2323; HB 2662.

INTRODUCTION OF HOUSE BILLS AND CONCURRENT RESOLUTIONS
   Substitute HB 2323; HB 2662 were thereupon introduced and read by title.

CONSIDERATION OF MOTIONS TO CONCUR OR NONCONCUR
    On motion of Senator Kerr the Senate nonconcurred in the House amendments to SB
316 and requested a conference committee be appointed.

 The President appointed Senators Kerr, Salisbury and Petty as a conference committee
on the part of the Senate.

REPORTS OF STANDING COMMITTEES
 Committee on Agriculture recommends SB 564 be amended on page 14, in line 26
by striking ``statute book'' and by inserting ``Kansas register'' and the bill be passed as
amended.

 Committee on Assessment and Taxation recommends SB 502 be amended on page
1, in line 28, by striking all after ``claim''; in line 29, by striking all before ``or''; also, in line
29, by striking all after ``filing''; in line 30, by striking all before ``if'' and inserting ``when
good cause exists therefor''; after line 38, by inserting a new subsection to read as follows:

      ``(d) Insofar as the same may be made applicable, the provisions of K.S.A. 79-3226, and
amendments thereto, shall apply to claims for refunds allowable pursuant to this section
which may become in dispute.''; in line 39, by striking ``(d)'' and inserting ``(e)''; in line 42,
by striking ``2001'' and inserting ``2000''; and the bill be passed as amended.

REPORT ON ENROLLED BILLS
   Sub for SB 243 reported correctly enrolled, properly signed and presented to the
Governor on February 11, 2000.

   On motion of Senator Emert the Senate adjourned until 2:30 p.m., Tuesday, February
15, 2000.
