Heavenly Father,

Of course You know that critics call politicians crooks, bums, and other names bleeped
out on the Jerry Springer show.

Sometimes I wish it were possible for these critics to follow a legislator around just
for one session. Perhaps they might discover what legislators have to put up with . . . . .

Being away from home all week for thirteen weeks, not to mention all the interim
committees they have to attend.

Having to answer questions over and over from reporters, constituents, lobbyists, and
colleagues,

Receiving anonymous letters from people who have no idea what a legislator does.

Having to be familiar with hundreds of bills and resolutions any one of which could
be the subject of a phone call or visit.

Having their family members vilified.

Father, give them large doses of patience, a tender heart, and a tough hide.

I ask this in Jesus' Name,

SENATE CONCURRENT RESOLUTION No. 1641--

By Committee on Commerce

A CONCURRENT RESOLUTION forming the enhanced 911 task force.

WHEREAS, The ability of the public to contact police, fire and emergency medical
services by dialing the three digit 911 number has contributed greatly to the public's safety,
health and welfare; and

WHEREAS, Advances in telecommunications technology have made enhanced 911
services available to users of wireless telephones; and

WHEREAS, The deployment of enhanced 911 services has created several important
public policy issues including the method of its deployment, the amount and means of
revenue used to support it and the need for coordination between local governments: Now,
therefore,

Be it resolved by the Senate of the State of Kansas, the House of Representatives concurring
therein: That there shall be established an enhanced 911 task force which shall develop a
strategy for funding and deploying wireless emergency telephone services. Such plan shall
include suggestions for future action by the Legislature with respect to deploying efficient
and economical enhanced 911 services; implementing equitable and adequate means to
fund such services. Specifically, the task force shall make recommendations and propose
legislation, if appropriate, concerning the following: The mechanism for administering
wireless 911 service, with a focus on whether such service shall be administered on a
centralized basis; the possible formation of an oversight board to address future
technological, coordination and regulatory issues related to deployment of wireless
emergency telephone service; the fairness and adequacy of the mechanism for funding such
service; the method for recovering costs incurred by public safety answering points and the
mechanism, if any, by wireless telecommunications service providers in providing
emergency telephone service; and any other issues the task force deems relevant to the
deployment of emergency telephone service.

Be it further resolved: The the task force consist of 15 members. Two members shall
be representatives of wireless telecommunications carriers to be appointed by the Legislative
Coordinating Council. One member representing a local exchange carrier other than a rural
telephone company to be designated by the Kansas Telecommunications Association. One
member representing a rural telephone company to be appointed by the Legislative
Coordinating Council. Two members appointed by the Kansas Association of Counties. Two
members designated by the League of Kansas Municipalities. The Adjutant General or the
Adjutant General's designee. The Superintendent of the Highway Patrol or the
Superintendent's designee. The Secretary of Revenue or the Secretary's designee. Four
legislators as follows: one member appointed by the Speaker of the House of
Representatives; one member appointed by the House Minority Leader; one member
appointed by the President of the Senate; and one member appointed by the Senate minority
Leader. The Legislative Coordinating Council shall appoint one legislative member as chair
of the task force. All meetings shall be on call of the chair. Legislators serving on the taskforce
shall be compensated at the rate prescribed in K.S.A. 75-3223 and amendments thereto for
each day of actual attendance at task force meetings and any subcommittee meeting
approved by the chair. All other task force members shall serve without compensation.
Legislative members shall be compensated from funds appropriated for legislative operating
expenses pursuant to vouchers prepared by the Director of Legislative and Administrative
Services and approved by the Legislative Coordinating Council pursuant to law; and

Be it further resolved: That the task force shall report its findings and conclusion to the
House Committee on Utilities and the Senate Committee on Commerce during the first
week of the 2001 legislative session. The Legislative Research Department and the Office
of the Revisor of Statutes shall provide staff support to the task force as necessary. Such
legislative staff shall prepare the report and any legislation recommended by the task force.

HB 2597, 2643, 2670, 2671, 2672, 2676, 2677, 2691 were thereupon introduced and
read by title.

REPORTS OF STANDING COMMITTEES
Committee on Commerce recommends SB 265 be amended by substituting a new bill
to be designated as ``Substitute for SENATE BILL No. 265,'' as follows:

``Substitute for SENATE BILL No. 265 By Committee on Commerce ``AN ACT concerning the minimum wage and maximum hours law; amending K.S.A. 44-
1203 and repealing the existing section.'';

and the substitute bill be passed.

Committee on Elections and Local Government recommends SB 462 be amended
on page 2, in line 3, by striking ``statute book'' and inserting ``Kansas register''; and the bill
be passed as amended.

Committee on Energy and Natural Resources recommends SB 500 be passed and,
because the committee is of the opinion that the bill is of a noncontroversial nature, be
placed on the consent calendar.

Committee on Transportation and Tourism recommends SB 426, 427 be passed.

COMMITTEE OF THE WHOLE
On motion of Senator Emert, the Senate resolved itself into Committee of the Whole for
consideration of bills on the calendar under the heading of General Orders with Senator
Kerr in the chair.

On motion of Senator Kerr the following report was adopted:

Recommended that SB 420, 440, 441, 444, 451, 457 be passed.

Also SCR 1630 be adopted.

SB 378, 379, 459, 475 be amended by adoption of the committee amendments, and the
bills be passed as amended.

SB 425 be passed over and retain a place on the calendar.

On motion of Senator Emert the Senate adjourned until 2:30 p.m., Thursday, February
