The Senate was called to order by Vice-President Alicia L. Salisbury.

The roll was called with thirty-eight senators present.

Senators Feleciano and Goodwin were excused.

Invocation by Chaplain Fred S. Hollomon:

Heavenly Father,

A majority has elected me.

That is why I'm here.

But ALL my folks depend on me;

They've made that very clear.

But when conferees have testified,

And I've listened all day long,

My supporters sometimes don't sound right;

In fact, I think they're wrong.

There's another scenario

Which can give me quite a fright:

That's when it really seems

NONE of them are right!

What I'd like to happen

Is plain for all to see:

It's for all my district's voters

To always agree with me!

But that will never happen,

So the next best thing I see

Is for me to go along with those

Who elected me.

But there are certain issues

About which I feel real strong:

When I believe that I am right

And my supporters are all wrong.

That's when I need Your help, O God,

To keep on being strong,

And vote for what I think is right

When my supporters think I'm wrong.

I ask this in the Name of Christ,

SENATE CONCURRENT RESOLUTION No. 1633--

By Committee on Agriculture

A CONCURRENT RESOLUTION encouraging Congress to pass a moratorium on
agribusiness and agricultural mergers and acquisitions. WHEREAS, Monopoly power, whether it arises in industry, labor, finance, agriculture
or government, is a threat to our competitive enterprise system and the individual freedom
of every American; and

WHEREAS, An effective antitrust policy and program should include clarification of
farmer cooperatives' rights to encourage the development of cooperatives and producer
bargaining associations; and

WHEREAS, The continued mergers of agribusiness firms that supply input products,
process meats and purchase farm commodities are reducing firms to the level that the free
enterprise system that is based on competition is greatly threatened; and

WHEREAS, The Kansas legislature is opposed to mergers, acquisitions or leveraged
buyouts which tend to create a monopoly of production, production inputs, marketing,
processing and transportation situations or which reduce competition in production inputs,
acquiring, pricing, processing or transportation of commodities and products: Now,
therefore,

Be it resolved by the Senate of the State of Kansas, the House of Representatives concurring
therein: That Congress pass a moratorium on agribusiness and agricultural mergers and
acquisitions until such a time that new rules to govern structural changes are in place; and

Be it further resolved: That the United States department of justice immediately
investigate the mergers that are occurring in the agricultural industry and action that will
protect producer interests be taken when needed that will stop this trend; and

Be it further resolved: That Congress, in conjunction with the U.S. department of
justice, should continue to monitor the agricultural industry for antitrust abuse and make
sure that the current process is successful in maintaining a needed level of competition; and

Be it further resolved: That the Secretary of State be directed to send enrolled copies
of this resolution to the President of the United States, the Vice-President of the United
States, Majority Leader and Minority Leader of the United States Senate, the Speaker,
Majority Leader and Minority Leader of the United States House of Representatives, the
Secretary of the United States Department of Agriculture, the Attorney General of the
United States and to each member of the Kansas Congressional Delegation.

Charles E. Simmons, Secretary, Department of Corrections, submitted the Corrections
Briefing Report 2000. The report contains information about offender population trends
and characteristics, KDOC organization and operations, and current management issues
and topics.

KANSAS HIGHWAY PATROL

January 18, 2000

Pursuant to KSA 60-4117, the Kansas Highway Patrol provided the Kansas Senate with
a report regarding state forfeiture funds, submitted by Walter V. Darling, Director of Fiscal
and Technical Services.

The Vice-President announced the above reports are on file in the office of the Secretary
of the Senate and are available for review at any time.

REPORTS OF STANDING COMMITTEES
Committee on Commerce recommends SB 451 be passed.

Committee on Ways and Means recommends SB 100, 391, 460 be passed.

REPORT ON ENROLLED BILLS
