 The Senate was called to order by Vice-President Alicia L. Salisbury.

 The roll was called with thirty-six senators present.

 Senators Bleeker, Donovan, Lawrence and Praeger were excused.

 Invocation by Chaplain Fred S. Hollomon:

         Heavenly Father,

         When the House amends one of our bills we have the option to concur or nonconcur.

       You, O God, have ``passed'' ten laws which, from time to time, we have taken upon
        ourselves to amend.

     

I.Thou shall have no other gods before me, unless one of those godscomplains about being left out.
II.Thou shall not make unto thee any graven image unless it helps theevisualize what you think God should look like.
III.Thou shall not take the name of the Lord thy God in vain, unless ithelps thee feel like a macho man.
IV.Remember the sabbath day, to keep it holy, unless, of course, theehas more important things to do.
V.Honor thy father and thy mother, unless they refuse to give theeeverything thee wants.
VI.Thou shall not kill, except when intoxicated by something.
VII.Thou shall not commit adultery, unless thee finds someone whomakes thee feel young again.
VIII.Thou shall not steal, unless they will never miss it.
IX.Thou shall not bear false witness against thy neighbor, except whenwriting an unauthorized biography.
X.Thou shall not covet, unless thy neighbor has something thee doesnot have.
           Don't let us be surprised, O God, when You nonconcur on all these amendments, and
                                      it turns out You will not tolerate a conference committee.

INTRODUCTION OF BILLS AND CONCURRENT RESOLUTIONS

 SB 488, An act concerning crimes and punishment; relating to sentencing in multiple
conviction cases; amending K.S.A. 1999 Supp. 21-4720 and repealing the existing section,
by Committee on Judiciary.

 SB 489, An act concerning the dealers and manufacturers licensing act; relating to
owning, acting as or controlling new vehicle dealers; sale and delivery of vehicles and
responsibilities with respect thereto; prescribing certain prohibited acts, by Committee on
Judiciary.

 SB 490, An act concerning crimes, criminal procedure and punishment; relating to
community corrections; placement of offenders; amending K.S.A. 21-4606b and 22-3431
and K.S.A. 1999 Supp. 21-4603, 21-4603d, 21-4610, 21-4611 and 75-5291 and repealing
the existing sections, by Committee on Judiciary.

 SB 491, An act concerning crimes, criminal procedure and punishment; relating to
probation and suspension of sentence, jail confinement; conditional violators, dispositions;
postrelease supervision; amending K.S.A. 21-4602 and 22-3716 and K.S.A. 1999 Supp. 21-
4603, 21-4603d, 21-4610 and 22-3717 and repealing the existing sections, by Committee on
Judiciary.

 SB 492, An act concerning the state gaming agency; relating to the financing of the
operations thereof; relating to the powers and duties thereof; relating to the officers and
employees thereof; amending K.S.A. 1999 Supp. 74-9803, 74-9804, 74-9805 and 74-9808
and repealing the existing sections, by Committee on Federal and State Affairs.

 SB 493, An act concerning criminal procedure; relating to sentencing; postrelease
supervision; amending K.S.A. 1999 Supp. 22-3717 and repealing the existing section, by
Joint Committee on Corrections and Juvenile Justice Oversight.

      SENATE CONCURRENT RESOLUTION No. 1632--

A  CONCURRENT  RESOLUTION urging the Governor and the Governor's Substance
      Abuse Prevention Council to establish statewide standards to evaluate the success of
      substance abuse programs.

              WHEREAS,  Alcohol and drug abuse has a substantial impact on the State of Kansas and
its citizens; and

      WHEREAS,  The loss of human resource potential and increased family violence,
increased health care costs, truancy and accidents on Kansas roads and in the work place
due to alcohol and drug abuse is devastating; and

      WHEREAS,  The overwhelming and crucial role that alcohol and drug abuse plays in
both juvenile and adult criminal behavior is extraordinary; and

      WHEREAS,  As much as 70% of those incarcerated have alcohol and drug abuse
problems; and

      WHEREAS,  A system of coordinated and comprehensive programs would be effective
in reducing or preventing the losses and costs resulting from alcohol and drug abuse; and

      WHEREAS,  The current failure of many programs to successfully address alcohol and
drug abuse problems is the central cause for high recidivism rates among adults and
juveniles; and

      WHEREAS,  Effective alcohol and drug abuse programs must be identified and fully
utilized in the effort to successfully deal with these critical problems: Now, therefore,

      Be it resolved by the Senate of the State of Kansas, the House of Representatives concurring
therein: That the Legislature urges the Governor and the Governor's Substance Abuse
Prevention Council to work with all state agencies to establish statewide substance abuse
standards to test and evaluate the performance, efficiencies and success of public and private
prevention, education and treatment programs; and

      Be it further resolved: That the Governor's Substance Abuse Prevention Council
prepare and submit a report to the Joint Committee on Corrections and Juvenile Justice
Oversight on the development of such standards prior to January 1, 2001; and

      Be it further resolved: That the Secretary of State is hereby directed to send enrolled
copies of this resolution to the Governor, the Secretary of Social and Rehabilitation Services
and the Commissioner of the Juvenile Justice Authority.

    WASHBURN UNIVERSITY


January 24, 2000
   Jerry B. Farley, President, Washburn University, submitted a copy of the Washburn
University's 1999 Annual Report. The Annual Report encompasses activities and
accomplishments on the campus during 1999.

 The Vice-President announced the above reports are on file in the office of the Secretary
of the Senate and are available for review at any time.

REPORTS OF STANDING COMMITTEES
 Committee on Elections and Local Government recommends SB 389 be amended
on page 3, in line 17, before ``commemorative'' by inserting ``permanent''; and the bill be
passed as amended.

 Committee on Financial Institutions and Insurance recommends SB 412, 444 be
passed.

 Committee on Judiciary recommends SB 418, 420, 425 be passed.

   On motion of Senator Emert the Senate adjourned until 1:00 p.m., Thursday, January
27, 2000.
