 The roll was called with thirty-nine senators present.

 Invocation by Chaplain Fred S. Hollomon:

         Heavenly Father,

           So much to do,

       So little time.

       A mountain of issues

       For us to climb.

           What's my priority?

       What should I do?

       Some more important

       Than others, it's true.

           I need discernment,

       Lots of insight;

       So I won't find myself

       Not sleeping at night.

           Grant me Your wisdom,

       Help me to know

       Where most of my thoughts

       And energy should go,

           Help me discover

       How my days should be spent,

       So I won't have to wonder

       Where all the time went.

           Thank You, Lord, in Jesus' Name,

 The following bill was introduced and read by title:

   SB 347, An act concerning criminal procedure; relating to parole and the Kansas parole
board; amending K.S.A. 1998 Supp. 22-3707, 22-3709 and 22-3713 and repealing the
existing sections, by Committee on Federal and State Affairs.

MESSAGE FROM THE HOUSE
 Announcing passage of HB 2011, 2427, 2446.

 Also, passage of SB 32, 33, 34, 35, 36, 37.
 Adoption of SCR 1605, as amended.
INTRODUCTION OF HOUSE BILLS AND CONCURRENT RESOLUTIONS
 HB 2011, 2427, 2446 were thereupon introduced and read by title.

ORIGINAL MOTION
 Pursuant to Senate Rule 75, President Bond determined SCR 1602, 1605, as amended
by the House, to be materially changed and rereferred the resolutions to the Committee
on Agriculture.

INTRODUCTION OF ORIGINAL MOTIONS AND SENATE RESOLUTIONS
 The Committee on Federal and State Affairs introduced the following Senate resolution,
which was read:

      SENATE RESOLUTION No. 1831--

    A  RESOLUTION approving Executive Reorganization Order No. 29, relating to the
establishment of a commission on emergency planning and response.


      Be it resolved by the Senate of the State of Kansas: That Executive Reorganization
Order No. 29 is hereby approved.

      Be it further resolved: That the Secretary of the Senate be directed to send enrolled
copies of this resolution to the Governor and the Secretary of State.

REPORTS OF STANDING COMMITTEES
      Committee on Energy and Natural Resources recommends HB 2104 be passed and,
because the committee is of the opinion that the bill is of a noncontroversial nature, be
placed on the consent calendar.

      Committee on Public Health and Welfare recommends HB 2117, as amended by
House Committee, be passed.

      Also HB 2254, as amended by House Committee, be passed and, because the committee
is of the opinion that the bill is of a noncontroversial nature, be placed on the consent
calendar.

   On motion of Senator Emert the Senate adjourned until 2:45 p.m., Wednesday, March
10, 1999.
