EXPLANATION OF VOTE
Mr. President: I vote yes on SB 169 with fond memories of Senator Bill Morris. Senator
Morris was my senator for many years before he retired in 1992. His widow Dorothy lives
in my senate district and, follows the activities of the legislature with great interest. Senator
Morris deserves this honor of designating a part of K-254 as the Bill Morris memorial
highway. As a former chairman of the Senate Transportation Committee, Senator Morris
was a strong supporter of highways including the 1989 comprehensive highway program
that included the enhancement of K- 254.--Pat Ranson
Mr. President: I vote Aye on SB 169 and wish to inform the members of the Senate
regarding one of the finest Legislators to serve in this body, Senator Bill Morris from
Sedgwick County. Bill served in the House of Representatives from 1973 to 1976. He was
elected to the Senate in 1976 and served until 1992. He also served on the Kansas Turnpike
Authority for 8 years.
Senator Morris was the father of the 1989 Comprehensive Highway Program. He chaired
the task force on transportation needs and the Transportation Committee during the
extensive debate on the program. His knowledge, his ability to lead and his desire to pass
one of the most bold, important pieces of legislation in Kansas History will always be a
legacy to Senator Bill Morris.
Bill did not get to see the results of his efforts and the important part the comprehensive
highway program played in the economy of our state. He retired in 1992, and passed away
September 25, 1993, seven months after retiring.
It's fitting to name his dream of a four lane highway 254 from El Dorado to Wichita,

EXPLANATION OF VOTE
Mr. President: I vote ``No'' on SB 44. This bill reduces the SGF by $6.5 to $13 million
dollars on business machinery and equipment. My preference would be to have this money
available to increase support for school finance. This would benefit Kansas business by
expanding the commitment to improving the minds and skills of our young Kansans, thereby
enhancing their employability. Schools win, Business wins.--Marge Petty

EXPLANATION OF VOTE
Mr. President: It is popular to say ``I believe in less government interference in people's
lives and businesses.'' Many of us have campaigned on this statement of belief.
In practice it is easy to forget this Shibboleth. Today we are voting on three separate
measures that do indeed enlarge government. Namely SB 60, SB 152 and SB 145.
The justification for these measures is protection.
``The natural progress of things is for liberty to yield and government to gain ground.''....

``: (1) After the county chairperson has received notice from the county clerk of a vacancy

federal food and drug administration (FDA) for the treatment of a specific type of cancer.
(b) ``Peer-reviewed medical literature'' means a published scientific study in a journal
or other publication in which original manuscripts have been published only after having
been critically reviewed for scientific accuracy, validity and reliability by unbiased
independent experts, and that has been determined by the international committee of
medical journal editors to have met the uniform requirements for manuscripts submitted
to biomedical journals. Peer-reviewed medical literature does not include publications or
supplements to publications that are sponsored to a significant extent by a pharmaceutical
manufacturing company or health carrier.'';
