       The Senate was called to order by Vice-President Alicia L. Salisbury.

 The roll was called with thirty-eight senators present.

 Senators Pugh and Vidricksen were excused.

 Invocation by Chaplain Fred S. Hollomon:

     
      Heavenly Father,

          Listening to people making New Year's resolutions suggests ideas for some ``New Ses-
      sion's'' Resolutions:

          1. I resolve to muster all my resources--my talents, my training, my aptitude, my
      strengths--to make myself the best Senator my district ever had.

          2. In carrying out my first resolution I resolve not to be deterred by naysayers, critics,
      peer pressure, flatterers or other detractors.

          3. I resolve that regardless of how much I may disagree with a colleague, I will not
      become cynical, critical, or uncivil.

          4. I resolve never to permit myself to return evil for evil or insult for insult.

          5. I resolve that when I break any of my resolutions I will ask forgiveness and resolve
      not to give up.

          6. I resolve to go to You, O God, for the wisdom and the strength to carry out my
      resolutions.

                                                                                    I pray this in the Name of Christ,

INTRODUCTION OF BILLS AND CONCURRENT RESOLUTIONS
 SCR 1605 was introduced and read by title:

    SENATE CONCURRENT RESOLUTION No. 1605--

  A  CONCURRENT  RESOLUTION urging Congress to remove or restrict the use of trade
sanctions as they apply to agricultural products.
        WHEREAS,  the export of agricultural commodities has provided the United States the
only positive return on its balance of trade; and

      WHEREAS,  the only way to insure that a positive return on the balance of trade contin-
ues is to allow international markets to remain open; and

      WHEREAS,  the use of unilateral economic sanctions rarely achieve its goal, but cause
substantial harm to the producers of products; and

      WHEREAS,  the storage of grain on the ground in Kansas is just one example of the
adverse affects sanctions have on agricultural products; and

      WHEREAS,  economic sanctions hinder the export of agricultural products, exacerbating
the transportation of such products and possibly lowering the price received by the Kansas
farmer for such agricultural products: Now, therefore,

      Be it resolved by the Senate of the State of Kansas, the House of Representatives concurring
therein: That Congress remove or restrict the use of trade sanctions as they apply to
agricultural products and that Congress insures that the use of trade sanctions will result in
meaningful results; and

      Be it further resolved: That the Secretary of State be directed to send enrolled copies
of this resolution to the President of the United States Senate, the Speaker of the United
States House of Representatives, the secretary of the United States Department of State
and to each member of the Kansas Congressional Delegation.

  Message to the Senate of the State of Kansas:
   Enclosed herewith is Executive Order No. 99-1 for your information.

 The Vice-President announced Executive Order No. 99-1, offering a reward of five thou-
sand dollars ($5,000.00) for information leading to the arrest and conviction of the murderer
or murderers of Shelly Ann Gehlen, is on file in the office of the Secretary of the Senate
and is available for review at any time.

  January 11, 1999
   The following annual reports, prepared by the Division of Environment, were submitted
by Gary R. Mitchell, Secretary, Kansas Department of Health & Environment:

 Voluntary Clean-up and Property Redevelopment Program.

      POOLED MONEY INVESTMENT BOARD
  January 11, 1999
   In compliance with K.S.A. 75-4222(h), Derl S. Treff, Director of Investments, submitted
the annual report of the Pooled Money Investment Board for Fiscal Year 1998.

      DENTAL HYGIENIST TRAINING COMMITTEE
  January 11, 1999
   In accordance with House Bill 2724, Section 3, the Dental Hygienist Training Committee
submitted its report.

 The Vice-President announced the above reports are on file in the office of the Secretary
of the Senate and are available for review at any time.

REPORTS OF STANDING COMMITTEES
 Committee on Assessment and Taxation recommends SB 9, 10, 12 be passed.

 Also, SB 11 be amended on page 1, in line 34, by striking ``computation mistake'' and
inserting ``miscomputation'';

      On page 2, in line 19, by striking ``computation mistake'' and inserting ``miscomputation'';

      On page 3, in line 26, by striking ``computation mistake'' and inserting ``miscomputation'';
and the bill be passed as amended.

 Committee on Organization, Calendar and Rules begs leave to submit the following report
concerning committee assignments:

   Senator John Vratil is replacing Senator Keith Schraad who resigned on these committees:

            Vice Chairperson, Judiciary

            Member, Energy and Natural Resources

            Member, Federal and State Affairs

            Member, Joint Committee on Special Claims Against the State

 Senator Harry Stephens is replacing Senator Jerry Karr who resigned on these

 Senator Lana Oleen has been appointed to the Joint Committee on State Gaming Com-
pacts replacing Senator Keith Schraad who resigned from the Senate.

 Senator Tim Emert has been appointed Chairperson of the Joint Committee on State
Gaming Compacts.

 Senator Ed Pugh replaces Senator Sandy Praeger on Administrative Rules and
Regulations.

 On motion of Senator Emert the Senate adjourned until 2:30, p.m. Thursday, January
14, 1999.
