who introduced Phil Homeratha, coach of the Women's Basketball Team, who won the
league championship and took third in the national tournament. Mr. Homeratha then
introduced the team members, who represent many tribes throughout the United States,
and the assistant coach, Pam Wilson. Rep. Sloan presented each with a pin of the Kansas
seal.

EXPLANATION OF VOTE
Mr. Speaker: I vote ``no'' on Sub. SB 270. Sub. SB 270 reinstates the unemployment
tax on positive balance employers. It seems to me that, given the robust health of the Kansas
economy, we could have extended the moratorium on this tax by at least one more year. I
do not wish to be a party to an unnecessary tax increase on the employers of Kansas. I vote
no.--John T. Edmonds

REPORTS OF STANDING COMMITTEES
The Committee on Federal and State Affairs recommends SB 6 be amended by
substituting a new bill to be designated as ``House Substitute for SENATE BILL No. 6,''
as follows:

HB 2576, An act making and concerning appropriations for the fiscal years ending June
30, 1999, June 30, 2000, and June 30, 2001; authorizing certain transfers and fees, imposing
certain restrictions and limitations and directing or authorizing certain receipts, disburse-
ments, capital improvements and acts incidental to the foregoing; amending K.S.A. 1998
Supp. 79-2964, as amended by section 94 of 1999 Senate Bill No. 325, and repealing the
existing section, by Committee on Appropriations.

On motion of Rep. Lloyd HB 2576 was amended on page 32, of the typed version of the
bill, following line 15 by inserting the following material to read as follows:

``School safety hotline

For the fiscal year ending June 30, 20010

Provided, That all expenditures from the school safety hotline account shall be for the
establishment and operation of a school safety hotline staffed by officers and employees of
the Kansas bureau of investigation: Provided, however, That no expenditures shall be made
from the school safety hotline account except upon approval of the state finance council
acting on this matter which is hereby characterized as a matter of legislative delegation and
subject to the guidelines prescribed by subsection (c) of K.S.A. 75-3711c and amendments
thereto and acting on this matter after reviewing an implementation plan for the school
safety hotline prepared by the attorney general and the director of the Kansas bureau of
investigation, in consultation with the department of education, that provides for the school
safety hotline to be in full operation not later than August 15, 1999, and that prescribes the
operational criteria for the school safety hotline, including, among other appropriate criteria,
the following: (1) Operation of the school safety hotline continuously, 24 hours each day
and seven days per week, (2) operation by fully-trained personnel who have successfully
completed appropriate crisis management, violence prevention and other training selected
and approved for this purpose by the director of the Kansas bureau of investigation, and (3)
operational procedures requiring the response to calls received to be made within the short-
est possible time period appropriate to the circumstances, by contacting appropriate school,
public safety officials and other emergency response personnel: Provided further, That the
attorney general and the director of the Kansas bureau of investigation shall submit an
annual report to the legislature by January 10, 2000, detailing the establishment and oper-
ations of the school safety hotline and making any recommendations as may be appropriate
with respect thereto by January 10, 2000, and by the first day of each regular session of the
legislature thereafter.'';

Also, on motion of Rep. Alldritt to amend HB 2576, the motion did not prevail.

Also, on motion of Rep. Sloan HB 2576 was amended on page 34 of the typed version
of the bill, following line 23, by inserting the following:

``(c) There is appropriated for the above agency from the following special revenue fund
or funds for the fiscal year ending June 30, 2000, all moneys now or hereafter lawfully
credited to and available in such fund or funds, except that expenditures other than refunds
authorized by law shall not exceed the following:

EDIF--river access fund

$25,000

Provided, That funds may only be expended in Douglas county, on the Kansas river in the
vicinity of Lecompton, provided that the Douglas county commission provides at least
$5200,000 in local matching funds for river access in Douglas county, on the Kansas river
in the vicinity of Lecompton.

(d) On July 15, 1999, or as soon thereafter as moneys are available, the director of accounts
and reports shall transfer $250,000 from the Kansas economic development endowment
account of the state economic development fund of the department of commerce and hous-
ing to the EDIF--river access fund of the department of wildlife and parks.'';

``(c) There is appropriated for the above agency from the state general fund for the fiscal
year or years specified, the following:

Operating expenditures

For the fiscal year ending June 30, 2000

$820,925

Provided, That expenditures shall be made from the operating expenditures account for
fiscal year 2000 for an additional amount of compensation for each employee in the trooper
job classes of the Kansas highway patrol: Provided further, That such additional amount of
compensation shall be an amount equal to 5% of the annual salary of each such employee
that is payable to such employee for fiscal year 1999: And provided further, That expendi-
tures from this account for such additional compensation for each such employee shall be
at the same times and in the same manner that compensation is payable to each such
employee for each payroll period chargeable to fiscal year 2000: Provided, however, That
the aggregate amount of expenditures from this account for such additional compensation
for all such employees in the trooper job classes for fiscal year 2000 shall not exceed
$820,925.'';

Also, on motion of Rep. Kirk to amend HB 2576, the motion did not prevail.

Also, on motion of Rep. Crow HB 2576 was amended on page 8 of the typed version of
the bill, following line 16, by inserting the following:

``(f) In addition to the other purposes for which expenditures may be made by the
department of transportation from the state highway fund for the fiscal years ending June
30, 2000, or June 30, 2001, as authorized by section 89 of 1999 Senate Bill No. 325 or by
this or other appropriation act of the 1999 regular session of the legislature, expenditures
shall be made by the department of transportation from the state highway fund for fiscal
year 2000 or fiscal year 2001 for the purpose of paying all expenses associated with the
authorizing and issuing of bonds authorized by 1999 House Bill No. 2071: Provided, That,
all contracts for the issuance and sale of such bonds including contracts with financial ad-
visors, attorneys and such other professional services related to the issuance and sale of such
bonds shall be entered into pursuant to competitive bids.'';

Also, on motion of Rep. Horst HB 2576 was amended on page 12, of the typed version
of the bill, in line 18, by striking all after ``center''; in line 19, by striking ``communities in
schools program'';

Also, on motion of Rep. Tanner HB 2576 was amended on page 11 of the typed version

fiscal year 2000 for a contract or contracts between the secretary of health and environment
and not-for-profit organizations for programs that provide services for women which enable
them to carry their pregnancies to term: Provided, That such contracted services may include
an array of social services relating to pregnancy maintenance and that no individuals who
are unable to pay shall be denied the delivery or provision of pregnancy maintenance serv-
ices: Provided further, That no contract or contracts under pregnancy maintenance pro-
grams shall be entered into with any group performing, promoting, referring for or educating
in favor of abortion: And provided further, That a not-for-profit organization awarded a
contract under this proviso shall match state moneys under this contract on the basis of a
50% match from a not-for-profit organization and a 50% match from the department of
health and environment: And provided further, That the secretary of health and environment
shall submit a report to the legislature at the beginning of the regular session of the legis-
lature in 2000 on the results and outcomes of such pregnancy maintenance programs: And
provided further, That no part of the grant moneys shall be used for any political purposes:
And provided further, That expenditures from the aid to local units account of the state
general fund for fiscal year 2000 for such purpose shall not exceed $300,000.'';

Also, on motion of Rep. Larkin HB 2576 was amended on page 24 of the typed version
of the bill, following line 14, by inserting the following:

``(b) In addition to any other purposes for which expenditures may be made by the above
agency from the moneys appropriated from the state general fund or in the legislative special
revenue fund for fiscal year 2000 by this or other appropriation act of the 1999 regular
session of the legislature, expenditures may be made by the above agency from the moneys
appropriated from the state general fund or in the legislative special revenue fund for fiscal
year 2000 for the task force on agricultural issues which task force is hereby established to
study the concentration of agricultural markets, the role of the state in attempting to guar-
antee competitive markets, credit problems in agriculture, grain storage problems, the over
supply of agricultural commodities, the federal meat inspection laws, the voluntary conser-
vation reserve program, the short-term conservation reserve program and such other matters
relating thereto as the task force deems appropriate: Provided, That the task force shall
consist of 19 members appointed as follows: Four members appointed by the president of
the senate, two from among the members of the senate and two from among the citizens
of the state at large; four members appointed by the minority leader of the senate, two from
among the members of the senate and two from among the citizens of the state at large;
four members appointed by the speaker of the house of representatives, two from among
the members of the house of representatives and two from among the citizens of the state
at large; four members appointed by the minority leader of the house of representatives,
two from among the members of the house of representatives and two from among the state
at large; and three members appointed by the governor: Provided further, That the president
of the senate shall appoint the chairperson from among the legislator members of the task
force and the minority leader of the house of representatives shall appoint the vice-chair-
person from among the legislator members of the staff force: And provided further, That
staffing for the task force shall be available from the legislative research department and
the revisor of statutes office as authorized by the legislative coordinating council: And pro-
vided further, That the members of the task force shall receive reimbursement for attending
meetings of the task force as authorized by the legislative coordinating council consistent
with the provisions of K.S.A. 46-1209 and amendments thereto: And provided further, That
meetings of the task force shall be held on not less than three days each month from July
through December 1999; that such meetings shall be held in locations throughout the state;
experts on agricultural market concentration and other agricultural issues may be hired to
provide information to the task force subject to approval of the legislative coordinating
council; and the task force shall prepare and submit a report and recommendations to the
governor and to the legislature on or before January 10, 2000.'';

And by relettering subsections accordingly;

Also, on motion of Rep. Nichols HB 2576 was amended on page 1, of the typed version
of the bill, following line 27, by inserting the following material to read as follows:

``Provided, That expenditures shall be made by the above agency from the youth services
aid and assistance account for a contract for the provision of state-wide legal services under
the permanency in child time (PICT): Provided further, That expenditures for the provision
of state-wide legal services under the permanency in child time (PICT) program shall be
made by the above agency from the youth services aid and assistance account in the amount
of at least $200,000.'';

Also, on motion of Rep. Henry HB 2576 was amended on page 1, of the typed version
of the bill, following line 34, by inserting the following:

``Nursing facilities quality enhancement wage pass-through pursuant to 1999 Senate Bill No.

A CONCURRENT RESOLUTION memorializing Congress to strengthen Social Security.

WHEREAS, Social Security provides American workers with universal, contributory,
wage related, inflation-proof benefits in the event of the retirement, disability or death of a
primary wage earner; and

WHEREAS, Social Security is more than a retirement program--it is a family program.
Without Social Security, about 54% of America's seniors and more than 15 million benefi-
ciaries overall would be living in poverty. About 98% of children under age 18 can count
on monthly cash benefits if a working parent dies; and

WHEREAS, Over the course of its existence as a federal program, Social Security's
trustees and administrators have carefully modified the benefit and financing structure
thereby ensuring the program's viability in light of major demographic trends and economic
developments; and

WHEREAS, In his 1999 State of the Union address the President urged Congress to
save Social Security first and dedicate the majority of the projected surplus to shoring up
the solvency of Social Security; and

WHEREAS, The long term solvency of Social Security can be ensured for future gen-
erations if reasonable and timely adjustments to the program are made by Congress: Now,
therefore,

Be it resolved by the House of Representatives of the State of Kansas, the Senate concurring
therein: That we respectfully memorialize the federal government to use the budget sur-
plus to strengthen Social Security to ensure the continued financial viability of this essential
program; and

Be it further resolved: That we further memorialize the federal government to take
immediate steps to ensure that Social Security remains a universal, mandatory, contributory
social insurance system where risk is pooled among all workers, rather than transferred to
each individual worker; and

Be it further resolved: That the Secretary of State be directed to send an enrolled copy
of this resolution to each member of the Kansas Congressional delegation.
