 The Senate was called to order by Vice-President Alicia Salisbury.

 The roll was called with forty senators present.

 Vice-President Salisbury introduced as guest chaplain, Father Norbert Lickteig, Pastor of
Christ the King Catholic Church, Topeka, who delivered the invocation:

      Gracious God,

      We are your people embraced by your love.

      Create us anew in this year of 1998. Liberate us from that which keeps us from you.
      Enable us to recreate our State in the spirit of justice.

      Heal all persons from every form of evil. Protect us from violence.

      Transform these men and women to live your word more profoundly. May recon-
      ciliation be the hallmark of our lives.

      Awaken persons to the Sacred, nurture our relationships, enliven this State, reunite
      all families, fill us with joy, and empower the Senate of this state to be a community

 The following bills and concurrent resolution were introduced and read by title:

 SB 604, An act concerning school districts; authorizing the collection of fees for main-
tenance of kindergarten for full school days; imposing certain limitations, by Committee on
Education.

 SB 605, An act concerning the budget law for municipalities and other taxing subdivisions;
relating to budget and expenditure informationof school districts; amending K.S.A. 79-2927
and repealing the existing section, by Committee on Education.

 SB 606, An act concerning cigarettes; amending K.S.A. 79-3313 and 79-3321 and re-
pealing the existing sections, by Committee on Federal and State Affairs.

 SB 607, An act concerning crimes and punishment; relating to criminal use of weapons;
certain explosive materials; amending K.S.A. 1997 Supp. 21-4201 and repealing the existing
section, by Committee on Judiciary.

 SB 608, An act concerning crimes, criminal procedure and punishment; relating to sen-
tencing upon conviction of capital murder; victim impact evidence; amending K.S.A. 21-
4624 and repealing the existing section, by Committee on Judiciary.

SENATE CONCURRENT RESOLUTION No. 1617--

By Committee on Transportation and Tourism
A CONCURRENT RESOLUTION urging the United States Congress to support modern-
ization of US-169 highway by designating it as a demonstration project.
    WHEREAS, Within a twenty-mile stretch on US-169 highway from Spring Hill to Os-
awatomie there have been 10 fatalities within the past 10 months; and

    WHEREAS, According to the Kansas Department of Transportation traffic counts, this
20-mile stretch of US-169 highway is at or above capacity and at this distance is the most
heavily traveled two-lane highway in the state of Kansas; and

    WHEREAS, Because of the enormous economic and population growth in the area, the
traffic count on US-169 highway will continue to increase, providing a greater threat to
safety of the traveling public; and

    WHEREAS, US-169 highway is a part of the strong economic corridor providing the
shortest route between the Kansas City area to Oklahoma City and on to the Southwest
area; and

    WHEREAS, The danger and risk of traveling on US-169 highway has reached propor-
tions that exceed the reasonable risks associated with driving on our public highways; and

    WHEREAS, The tragic loss of life has become too great on US-169 highway and cor-
rective measures are needed immediately to improve the safety on ``Heartbreak High-
way'': Now, therefore,

    Be it resolved by the Senate of the State of Kansas, the House of Representatives concurring
therein: That the Legislature of the State of Kansas strongly urges the United States Con-
gress to support the designating of US-169 highway as a demonstration project; and

    Be it further resolved: That the Secretary of State be directed to send copies of this
resolution to each member of the Kansas Congressional Delegation.

 Mikel Miller, Senior Policy Analyst, Kansas, Inc., submitted the Annual Report of Sales
Tax Exemption and Kansas Economic Development Income Tax Credits, January 1998, in
accordance with K.S.A. 74-8017.

 On behalf of the Kansas State Historical Society, Patricia Michaelis, State Archivist, Sec-
retary, State Records Board, enclosed a copy of the State Records Board Annual Report for
fiscal year 1997, which documents the board's efforts to carry out its mandate to ensure the
preservation of state and local government records with enduring value while also promoting
the orderly disposition of all government records.

 Also enclosed was the State Records Board's recently adopted ``Guidelines for the Use
of Digital Imaging Technologies for Long-Term Government Records in Kansas.'' K.S.A.
45-421 requires the state archivist to prepare such recommendations to be approved by the
state records board.

 The Vice-President announced the above reports are on file in the office of the Secretary
of the Senate and are available for review at any time.

bill be passed as amended.

    Committee on Public Health and Welfare recommends SB 484 be amended on page
