 The Senate was called to order by President Dick Bond.

 The roll was called with thirty-five senators present.

 Senators Biggs, Corbin, Hensley, Lawrence and Oleen were excused.

 President Bond introduced as guest chaplain, Rabbi Lawrence P. Karol, Temple Beth
Shalom, Topeka, who delivered the invocation:

      Eternal One, Creator and Sustainer of the

        Universe,

      Gracious Sovereign of Existence,

        we thank You for this new day.

      It is You, Compassionate One, to whom we turn

        when we consider laws that will govern the lives

        of children and those less fortunate among us.

      It is You, Guide and Teacher, who grants us

        knowledge to discern the meanings and

        implications of bills and budgets.

      It is You, Source of Wisdom and insight, who

         sharpens our sense of justice in dealing with

        laws and their enforcement.

      It is You, Merciful and Patient One, who helps us

        to speak to one another with respect and

        consideration.

      It is You, our Guardian, who will grant those who

        serve in this chamber a safe journey home and

        a safe return.

      And we pray that You, the Caring Presence in our

        lives, will be with us each day

      to give us hope that the work done here makes a

        positive impact on the lives of Kansans,

      to grant us courage to stand up for personal

        convictions,

      to bestow upon us blessing when we are a

        blessing to each other,

      And always, to share with us Your greatest gift of

        peace.

      And let us say Amen.

INTRODUCTION OF ORIGINAL MOTIONS AND SENATE RESOLUTIONS

 Senator Harrington introduced the following Senate resolution, which was read:

SENATE RESOLUTION No. 1810--

A RESOLUTION congratulating and commending the Derby High School Marching Band.
    WHEREAS, The Derby High School Marching Band represented Kansas and a five-
state area at the 109th Tournament of Roses Parade on January 1, 1998, at Pasadena,
California; and

    WHEREAS, The Derby High School Marching Band was given great support and assis-
tance from the Derby schools and the Derby community in planning and financing the
band's trip to the Rose Bowl Parade; and

    WHEREAS, The Derby High School Marching Band members not only were exemplary
in their musical activities but exhibited good manners and citizenship while representing
their school, community and state; and

    WHEREAS, By proclamation, Governor Bill Graves designated January 2, 1998, as
Derby High School Marching Band Day: Now, therefore,

    Be it resolved by the Senate of the State of Kansas: That we congratulate and commend
the Derby High School Marching Band for its participation in the 1998 Tournament of
Roses Parade; and

    Be it further resolved: That the Secretary of the Senate be directed to send an enrolled
copy of this resolution to Dennis Shoemaker, Superintendent, Derby Public Schools, USD
260 Sedgwick County, 120 E. Washington, Derby, Kansas 67037-1489.

 On emergency motion of Senator Harrington SR 1810 was adopted unanimously.

 Guests introduced by Senator Harrington were the band director, Glen Goering, Mrs.
Goering, Mr. Robin Ziegenfuss, Miss Tracy Ward, Mr. Chris, Mrs. Kim Thompson, Dr.
James Sowers, Gene Henderson and Karen Atkins.

 Senator Salisbury introduced the following Senate resolution, which was read:

SENATE RESOLUTION No. 1811--

A RESOLUTION congratulating and commending the Washburn Rural High School band.
    WHEREAS, The Washburn Rural High School Marching Jr. Blues, Banner Squad and
Pom Pom Corps traveled to France to participate in the Parade de Paris and Parade de
Chantilly over the period December 27, 1997, to January 3, 1998; and

    WHEREAS, The band was one of only 17 groups in North America receiving invitations
to these events, such invitation being based upon the band's excellent ratings in marching,
concert, jazz, solos and ensembles and upon the recommendations of judges who had eval-
uated the band and band directors whose bands had participated in the parades; and

    WHEREAS, The Parade de Chantilly was viewed by an estimated 4,000 persons and the
Parade de Paris by an estimated one million persons. French television broadcast the parades
to all of Europe. The Washburn band was chosen to lead the Parade de Paris and closed
the Parade de Chantilly. The band gave a short performance at the steps of the Basilique
du Sacre-Coeur in Paris and at the gardens of the Chateau de Chantilly; and

    WHEREAS, One hundred twenty students and 16 sponsors participated in the trip. An-
other group of parents and siblings traveled with the group. The participants were also able
to enjoy touring of historical locales while on the trip: Now, therefore,

    Be it resolved by the Senate of the State of Kansas: That we congratulate and commend
the Washburn Rural High School band and its successful trip to France; and

    Be it further resolved: That the Secretary of the Senate be directed to send an enrolled
copy of this resolution to Clifford Manning, Band Director, Washburn Rural High School,
5900 SW 61st, Topeka, Kansas 66619.

 On emergency motion of Senator Salisbury SR 1811 was adopted unanimously.

 Senator Salisbury introduced guests of the Senate, Howard Shuler, Superintendent, Au-
burn Washburn Rural School District; Bill Edwards, Principal, Washburn Rural High
School; Clifford Manning, Band Director; Bill Sefton and Jack Smith, Assistant Band Di-
rectors; Sara Render, Head Drum Major; Daniel Domingo, Assistant Drum Major; Danica
Robbins, Assistant Drum Major; Sylvia Render, Music Association; and Peggy Hawkins,
Music Association.

 On motion of Senator Emert the Senate adjourned until 2:30 p.m., Monday, February 9,
1998.
