 The Senate was called to order by Vice-President Alicia Salisbury.

 The roll was called with thirty-eight senators present.

 Senators Donovan and Feleciano were excused.

 Vice-President Salisbury introduced as guest chaplain, Father Pat Riley, St. Matthew's
Catholic Church, Topeka, who delivered the invocation:

      All Loving and Gracious God,

      We turn to you for wisdom and courage

        in trying to apply our faith

        as we begin this session together.

      Make us more faithful and more resourceful in our Christian witness

        and service to our country.

      We ask for the grace to keep us honest

        in the performance of our responsibilities,

        sensitively aware of our co-workers as persons,

        and the fact that we are in a position of service and helping.

      We thank you, loving God,

        for these United States and our State of Kansas.

      We acknowledge our unity within diversity

        and the gift that each of us brings

        to our discussions and our decisions.

      We pray today for this legislative body,

        protect them, guide them and strengthen them.

        Bless them for the dedicated service they are giving to all of us.

      We pray in the name of Christ,

        who loved his people with all his heart,

        but always put justice and compassion for people first.

 SB 555, An act concerning the workers compensation act; providing for certain proce-

1997 Supp. 44-510, 44-534, 44-551, 44-556, 44-5,117, 44-5,120 and 44-5,125 and repealing

 SB 556, An act concerning legal publications; amending K.S.A. 64-101 and repealing the
existing section, by Senators Lee and Umbarger.

 SB 557, An act concerning funeral processions; relating to the regulation thereof; amend-
ing K.S.A. 8-1729 and repealing the existing section, by Committee on Transportation and
Tourism.

 SB 558, An act concerning special education services for uniquely different exceptional
children; relating to grants of state moneys for provision of such services; amending K.S.A.
1997 Supp. 72-983 and repealing the existing section, by Committee on Education.

 SB 559, An act concerning school district finance; revising the definition of at-risk pupils;
affecting determination of at-risk pupil weighting; amending K.S.A. 1997 Supp. 72-6407 and

 SB 560, An act concerning school district finance; revising the definitions of pupil and
enrollment; amending K.S.A. 1997 Supp. 72-6407 and repealing the existing section, by

 SB 561, An act concerning buildings; creating a crime of failure to place or maintain a
smoke detector, by Committee on Elections and Local Government.

 SB 562, An act concerning the resetting of cornerstones; amending K.S.A. 19-1432 and
repealing the existing section, by Committee on Elections and Local Government.

 SB 563, An act concerning certain public bodies and agencies; relating to open meetings;
amending K.S.A. 75-4317, 75-4317a and 75-4318 and repealing the existing sections, by

 SB 564, An act concerning the Kansas army and air national guard; relating to the adjutant

KANSAS BUREAU OF INVESTIGATION

January 28, 1998

 Larry Welch, Director, Kansas Bureau of Investigation, in compliance with K.S.A. 60-
4117, submitted a report to the Legislature regarding the status of the KBI State Forfeiture
Fund.

KANSAS GUARDIANSHIP PROGRAM

January 29, 1998

 On behalf of the Board and staff of the Kansas Guardianship Program, James Maag,
Chairperson, Kansas Guardianship Program, submitted the 1997 annual report pursuant to
K.S.A. 74-9601.

KANSAS SENTENCING COMMISSION

February 1, 1998

 Pursuant to the statutory mandate set forth in K.S.A. 21-4725, The Honorable Richard
Walker, Chairperson, Kansas Sentencing Commission, submitted to the 1998 Kansas Leg-
islature, proposed modifications to the current sentencing guidelines and sentencing grids.

 The Vice-President announced the above reports are on file in the office of the Secretary
of the Senate and are available for review at any time.

MESSAGE FROM THE HOUSE

 Announcing passage of HB 2408, 2418, 2622, 2707.

 Also, announcing the House adopts the conference committee report on SB 373.

INTRODUCTION OF HOUSE BILLS AND CONCURRENT RESOLUTIONS

 HB 2408, 2418, 2622, 2707 were thereupon introduced and read by title.

REPORTS OF STANDING COMMITTEES

 Committee on Education recommends SB 510 be passed.

 Committee on Federal and State Affairs recommends SB 400 be passed.

 Committee on Financial Institutions and Insurance begs leave to submit the follow-
ing report:

 The following appointment was referred to and considered by the committee and your
committee recommends that the Senate approve and consent to such appointment:

    By the Governor:

Credit Union Administrator: K.S.A. 17-2233

    Jerel L. Wright, term expires November 30, 2001

 Also HB 2639 be passed and, because the committee is of the opinion that the bill is of
a noncontroversial nature, be placed on the consent calendar.

 Committee on Public Health and Welfare recommends SB 241, 248 be not passed.

REPORT ON ENROLLED BILLS

 SR 1801, 1809 reported correctly enrolled, properly signed and presented to the Sec-
retary of the Senate on February 2, 1998.

 On motion of Senator Emert the Senate adjourned until 2:30 p.m., Tuesday, February
