 The Senate was called to order by President Dick Bond.

 The roll was called with thirty-eight senators present.

 Senators Jordan and Praeger were excused.

 President Bond introduced as guest chaplain, Rev. Titus H. James, Sr., Pastor, North
Heights Christian Church, Wichita, Kansas, who delivered the invocation:

       Dear Lord on this day it is good that we stop for a moment to acknowledge Your
      holiness and righteousness. For in the realm of law You are the holy potentate and
      sovereign judge. Lord, You are the chief of my village in which I raise my child, give
      of myself and serve Your people.

       Thank you for Your presence. Thank You for the servant-leaders who make and
      interpret the laws of this state. Give them good health and hearts of compassion as
      they live out their tasks. We ask that thy strength and mercy shower on our President,
      Bill Clinton. Bless his family, Lord. Give them forgiving hearts and patient spirits.

       As the power of state government is exercised today, Lord, grant our leaders
      wisdom and understanding. May the decisions serve to build thy kingdom on this
      earth. Lord, bless the citizens of this state. Please help us to serve one another.

       Lord, we are so grateful for a strong economy, good weather, the added safety in
      our communities and our neighbors in Denver who won the Super Bowl. Daily we
      see the truth of Your testimony of keeping the faith and never giving up. For miracles
      can happen. Thank You dear Lord.

INTRODUCTION OF BILLS AND CONCURRENT RESOLUTIONS

 The following bills were introduced and read by title:

 SB 501, An act concerning salaries and compensation for state officers and employees;
amending K.S.A. 75-3101, 75-3103, 75-3104, 75-3108, 75-3110 and 75-3111a and K.S.A.
1997 Supp. 40-102, 46-137a and 46-137b and repealing the existing sections, by Committee
on Ways and Means.

 SB 502, An act concerning retail electric bills to consumers; providing for disclosure of
certain components, by Committee on Utilities.

 SB 503, An act concerning utilities; relating to billing procedures, by Committee on
Utilities.

 William B. McGlasson, Director of Personnel Services, submitted the Fiscal Year 1997
Annual Report of the Division of Personnel Services.

 The President announced the above report is on file in the office of the Secretary of the
Senate and is available for review at any time.

REPORTS OF STANDING COMMITTEES

 Committee on Education recommends SB 444 be passed.

 Also SB 388 be amended on page 1, in line 22, by striking all before the period and
inserting ``to persons for whom the municipality is responsible for providing meals''; and the
bill be passed as amended.

REPORT ON ENROLLED BILLS

 SR 1806, 1807, 1808 reported correctly enrolled, properly signed and presented to the
Secretary of the Senate on January 26, 1998.

 On motion of Senator Emert the Senate adjourned until 2:30 p.m., Tuesday, January 27,
1998.
