EXPLANATIONS OF VOTE
 Mr. Speaker: I vote yes on HB 2631. This bill has the potential to begin a much needed
economic revitalization of Wyandotte County and a shot in the arm for tourism in Kansas.
With the passage of HB 2631, Kansas City and the State of Kansas have joined the ``Major
Leagues.''--Bill Reardon

 Mr. Speaker: I vote no on HB 2631 which I now refer to as the speedway corporation
sweepstakes give away. By consent of the Legislature through passage of this bill, the unified
government of Wyandotte County and the Kansas Department of Commerce have provided
over 143 million dollars to a for-profit corporation which will create less than 50 full time
jobs in the state.

 In consideration of this, the corporation agrees not to pay property or sales taxes for 30
years. Wow! If this is what you call economic development, please do not consider my county
for anymore projects as this one already has a price tag of 750 million dollars over 30 years.

 The taxpayers of Wyandotte County alone cannot afford to help the state of Kansas solve
its tourism problem. That's what this bill does and it is unequivocally poor public policy. I
vote no.-- Doug Spangler

 Mr. Speaker: Although our County needs NASCAR, today I chose to represent the
people and not powerful organizations/high priced lobbyists. Having sworn to protect/defend
Kansas from all enemies (foreign or domestic), I can't support an irresponsible, reckless
policy which takes current 10 year property tax abatements to 30 years. Wyandotte County
has a shrinking tax base with record losses of both business and population. For: the tax-
payers of the 34th (who benefit little here); the homesteaders forced from their homes (who
deserve 200%); the small business owner (who T.I.F.'s should benefit) . . . and former
Rep. Long (who I disagreed with sometimes but not today) . . . Mr.Speaker, I vote NO
on HB 2631.--David Haley
