The roll was called with 118 members present.

Prayer by Chaplain Washington:

      Heavenly Father,

      At the noon hour, on this day, 69 years ago, in 1929 You blessed this world with
      one Martin Luther King, Jr. With the beating of this new heart, You brought forth
      a drum major for racial equality and nonviolent social change . . . a drum major
      for peace . . . for justice . . . for right and righteousness. Yet, thirty-nine years
      later, someone chose to stop his beating. Lord, why do we kill our drum majors?

      Within this country . . . within this state . . . within these halls . . . even
      more so within our hearts, would You give us the rhythm that You gave to Martin,
      and let the beat roll on.

      Thank You Father, for his legacy. I come to You in the Name of Jesus, Amen.

HB 2626, An act concerning civil procedure; relating to orders during a divorce; relating

HB 2630, An act concerning the behavioral science regulatory board; relating to qualified
mental health professionals; diagnosing of mental disorders; amending K.S.A. 1997 Supp.
59-2946, 65-5804, 65-6404, 74-5362, 74-5363 and 74-5367 and repealing the existing sec-
tions; also repealing K.S.A. 1997 Supp. 59-2946a, by Committee on Health and Human
Services.

HB 2631, An act concerning tourism; special revenue bonds therefor; development of a
NASCAR motor speedway; amending K.S.A. 79-3620, 79-3620b and 79-3710 and K.S.A.
1997 Supp. 12-1771, 12-1774 and 12-1775 and repealing the existing sections, by Comittee
on Tourism.

In accordance with Rule 1103 of the Rules of the House of Representatives, I have estab-
lished a Select Committee on Higher Education and have appointed the following Repre-
sentatives to the Select Committee:

David Adkins, R-Leawood, Chairman

The committee is charged with making a legislative inquiry, study and investigation, which
may include but shall not be limited to:

(1) a review of the several studies of post secondary education funding, coordination and
governance over the years, in particular the report of the Joint Committee from the 1997
interim session

(2) determine the most effective and cost-efficient method of governance or coordination
for public post secondary institutions within Kansas

(3) examine the goals and missions of Kansas post secondary institutions to determine if
Kansas' institutions have world class attributes and if targeted excellence funds would help
institutions meet those goals

(4) review the current use of technology and examine the potential for greater use of
technology in preparing Kansas students for the next century

(5) review the equity of faculty salaries in Kansas to determine if Kansas is competitive
in attracting and retaining world class faculty

(6) review the current funding mechanism of Kansas higher education institutions to
determine the potential for a more economic use of Kansas' resources in serving the needs
of Kansas' students, business, industry, and our population

(7) determine if property taxes currently used to fund some functions can be replaced by
other revenue sources

The Select Committee on Higher Education is to make an initial report by the 30th day of
the 1998legislative session, with its recommendations, including any legislation resulting
from the Select Committees activities. Furthermore, the Select Committee shall issue its
final report, with the recommendations, including any legislation resulting from the Select
Committees activities prior to adjournment sine die.
