  The Senate was called to order by President Dick Bond.
  Invocation by Chaplain Fred S. Hollomon:
   Heavenly Father,
     For the majority of us our most cherished personal possession is our
   integrity.
     If we cannot be trusted we have lost the one thing that matters when
   acting on behalf of others.
      There is a simple goal
      For which we all should reach;
      We were taught it by our parents,
      It's ``Practice what you preach.''
      There are a lot of rules
      Which we've heard our teachers teach,
      But none is more important
      Than ``Practice what you preach.''
      The audience always wonders
      When we've finished with our speech,
      ``Do your words mean anything?''
      ``Do you practice what you preach?''
      So we pray a simple prayer, O God,
      To You we now beseech;
      Help us keep our promises;
      Help us practice what we preach.
      I pray in the Name of Christ,
      AMEN

COMMUNICATIONS FROM STATE OFFICERS

  President Bond introduced the Honorable Ron Thornburgh, Secretary of State,
who deliv ered an official communication.
  To all to whom these presents shall come, Greetings:
  I, Ron Thornburgh, Secretary of State of the State of Kansas, do hereby
certify that Leslie D. ``Les'' Donovan, Sr., Wichita, was appointed by the
Governor effective March 10, 1997, for the unexpired term, 27th Senatorial
District, to fill the vacancy created by the resignation of Mike Harris.

  Senator Emert escorted Les Donovan to the front of the chamber for the oath
of office administered by the Honorable Thornburgh, as follows:
                                 Oath of Office
  I do solemnly swear to support the Constitution of the United States and the
Constitution of the State of Kansas, and faithfully discharge the duties of the
office of State Senator, 27th District, so help me God.
                                             Les Donovan
  President Bond welcomed the new member, Les Donovan, to the Senate.
  The roll was called with forty senators present.

CHANGE OF REFERENCE

  The President withdrew HB 2110 from the Committee on Senate
Organization, Calendar and Rules, and referred the bill to the Committee of the
Whole.

MESSAGE FROM THE HOUSE.

  Announcing passage of HB 2105, 2149; SB 2, 45, 46, 88.
  Also, passage of SB 17, as amended.

INTRODUCTION OF HOUSE BILLS AND CONCURRENT RESOLUTIONS

  HB 2105, 2149 were thereupon introduced and read by title.

REPORTS OF STANDING COMMITTEES

  The Senate Organization, Calendar and Rules Committee recommends the
follow ing changes in membership of the Senate standing committees effective at
close of business on March 10, 1997:
   Senator Emert is appointed Chairperson of the Committee on Judiciary.
   Senator Lana Oleen is appointed Vice-Chairperson of the Committee on
   Judiciary.
   Senator Ed Pugh is appointed Vice-Chairperson of the Committee on Judiciary.
   Senator Les Donovan is appointed to the Committees of Assessment and
   Taxation, Commerce and Judiciary (replacing Senator Harris).

  Committee on Education recommends HB 2015, 2112 be passed.
  Committee on Elections and Local Government recommends HB 2065 be passed
and, because the committee is of the opinion that the bill is of a
noncontroversial nature, be placed on the consent calendar.

REPORT ON ENROLLED BILLS

  SR 1821 reported correctly enrolled, properly signed and presented to
the Secretary of the Senate on March 7, 1997.
  On motion of Senator Emert the Senate adjourned until 2:30 p.m., Tuesday,
March 11, 1997.
