     Heavenly Father,
     The wise men of Scripture tell us that the wisest and the strongest are
   not the weightlifters with the most muscles;
      not the warriors with the most victories;
      not the wealthy with the most toys;
      not the rulers with the most power;
      not the doctors with the most degrees;
     They tell us that the wisest and the strongest are those who control
   their tongues.
     Remind us, Lord, that it matters what we say:
            how much we say;
            how we say it;
            and how soon we say it;
     So help us, O God, to let our ``cogitator'' run awhile before engaging
   it to our ``articulator''.

   INTRODUCTION OF BILLS AND CONCURRENT RESOLUTIONS
     The following bills were introduced and read by title:
   SB 108 An act relating to collection of delinquent oil and gas property
   tax; amending K.S.A. 1996 Supp. 79-2101 and repealing the existing
   section, by Committee on Assessment and Taxation.
   SB 109 An act relating to property taxation; concerning the timing of
   actual viewing and inspection of real property; amending K.S.A. 1996 Supp.
   79-1476 and repealing the existing section, by Committee on Assessment and
   Taxation.
   SB 110 An act concerning methods of taking wildlife; unlawful acts;
   amending K.S.A. 32-1003 and repealing the existing section, by Committee
   on Energy and Natural Resources.
   SB 111 An act concerning the reporting of certain medically diagnosed
   conditions of preschool children to the secretary of health and
   environment; amending K.S.A. 65-1,151 and repealing the existing section;
   also repealing K.S.A. 65-1,141, 65-1,142, 65-1,143, 651,145, 65-1,146 and
   65-1,147, by Committee on Public Health and Welfare.
   SB 112 An act concerning campaign finance; prohibiting certain
   contributions and solicitations therefor during certain time periods;
   amending K.S.A. 25-4153a and repealing the existing section, by Senator
   Hardenburger.
   SB 113 An act concerning campaign finance; relating to political
   advertising; amending K.S.A. 25-4156 and repealing the existing section,
   by Committee on Elections and Local Government.
   SB 114 An act repealing K.S.A. 25-4119g; concerning elections; relating
   to statements of fair campaign practices, by Committee on Elections and
   Local Government.
   SB 115 An act concerning campaign finance; concerning political
   advertising; amending K.S.A. 25-4156 and repealing the existing section,
   by Committee on Elections and Local Government.
   REFERENCE OF BILLS AND CONCURRENT RESOLUTIONS

   COMMUNICATIONS FROM STATE OFFICERS
                               Kansas Water Plan
                                  January 1997
     Al LeDoux, Director, Kansas Water Office, (The State's Water Planning
   Agency), submitted a summary of the Kansas Water Plan.
                          Department of Administration
                                January 22, 1997
     Shirley A. Moses, Director, Division of Accounts and Reports, submitted
   a copy of the State of Kansas Monthly Financial Report for the month of
   December, 1996.
     The President announced the above reports are on file in the office of
   the Secretary of the Senate and are available for review at any time.
   MESSAGE FROM THE HOUSE   The House accedes to the request of the
   Senate for a conference on SCR 1603 and appoints Representatives
   Tanner, Mays and Garner as conferees on the part of the House.
   REPORTS OF STANDING COMMITTEES
     Committee on Financial Institutions and Insurance recommends SB
   45, 46 be passed.
     Also SB 88 be amended on page 1, in line 32, following the period,
   by inserting ``In the event no person claims to be interested in the
   contents of such box within 60 days after the death of the lessee, the
   lessor may open the box by forcible entry and remove all instruments of a
   testamentary nature and deposit the same with the district court, subject
   to payment of rentals, expenses and repairs.''; and the bill be passed as
   amended.
     Committee on Ways and Means recommends SB 11, 14, 16 be
   passed.
   COMMITTEE OF THE WHOLE
     On motion of Senator Emert, the Senate resolved itself into Committee of
   the Whole, for consideration of bills on the calendar under the heading of
   ``General Orders'' with Senator Corbin in the chair.
     On motion of Senator Corbin the following report was adopted:
     Recommended that SB 2, 20 be passed.
     SB 7 be amended by motion of Senator Langworthy on page 2, in line
   24, by striking ``, except that'' and inserting ``. Unless otherwise
   authorized by law, the'';
     On page 20, in line 36, by striking ``under this section'' and inserting
   ``pursuant to subsection (b)'';
     On page 31, in line 7, by striking ``Until'' and inserting ``Except as
   provided by K.S.A. 792958, and amendments thereto, until'', and the bill
   be passed as amended.
     On motion of Senator Emert the Senate adjourned until 2:30 p.m.,
   Tuesday, January 28, 1997.
