  The Senate was called to order by President Dick Bond.
  The roll was called with thirty-six senators present.
  Senators Corbin, Harris, Kerr and Sallee were excused.
  Invocation by Chaplain Fred S. Hollomon:
   Heavenly Father,
   Today we pray for the Freshman Class
   Who make up a third of the Senate:
   Eight are Republicans, five Democrats,
   Ten men and three women are in it.
   For the first couple of weeks they'll be
   overwhelmed
   By all they feel they must learn:
   They'll listen and read and listen some more,
   Not knowing which way to turn.
   Encourage them, Lord, to ask You for help,
   For you love them and want them to know
   How best they can serve their people back home
   Who are searching for which way to go.
   Assure them O Lord, that they're not alone
   And that You are the God Who has said,
   ``I notice each sparrow that falls to the ground,
   And I've numbered the hairs of your head.''
   Remind them, O God, of long ago words:
   ``Take heart, and be of good cheer.''
   If they give of their best and trust in the Lord
   They'll make a big difference here!
   I pray in Jesus' Name,

   INTRODUCTION OF BILLS AND CONCURRENT RESOLUTIONS   The following
   bills were introduced and read by title:
     SB 56, by Committee on Financial Institutions and Insurance: An
   act relating to insurance; payment for outside consulting services for
   department of insurance; amending K.S.A. 40-223 and repealing the existing
   section.
     SB 57, by Committee on Financial Institutions and Insurance: An
   act concerning group life insurance; persons who may be insured; amending
   K.S.A. 1996 Supp. 40-433 and repealing the existing section.
     SB 58, by Committee on Elections and Local Government: An act
   concerning the Kansas development finance authority; relating to the board
   of directors thereof; amending K.S.A. 1996 Supp. 74-8903 and repealing the
   existing section.
   REFERENCE OF BILLS AND CONCURRENT RESOLUTIONS   The following bills
   were referred to Committees as indicated:
     Assessment and Taxation: SB 40, 41, 42, 44, 51, 52, 53, 54.
     Education: SB 35, 36, 37, 38.

   COMMUNICATIONS FROM STATE OFFICERS
                      Kansas Department of Transportation
                                January 16, 1997
     E. Dean Carlson, Secretary of Transportation, in compliance with the
   requirements found in K.S.A. 68-2315, submitted the Kansas Department of
   Transportation's annual report. This report presents KDOT's historical
   highway program accomplishments, its future financial strategy, and
   describes other initiatives and issues of importance to the Department.
     The President announced the above report is on file in the office of the
   Secretary of the Senate and is available for review at any time.
   INTRODUCTION OF ORIGINAL MOTIONS AND SENATE RESOLUTIONS
     Senators Hensley, Petty and Salisbury introduced the following Senate
   resolution, which was read:
   SENATE RESOLUTION No. 1804--
                    A RESOLUTION in memory of Pat O'Rourke.
     WHEREAS, Pat O'Rourke died August 6, 1996, at age 53 of complications
   from an enlarged heart; and
     WHEREAS, Pat O'Rourke was a Lieutenant in the Kansas Highway Patrol with
   18 years' service; and
     WHEREAS, Pat O'Rourke, at the time of his death was Operations Commander
   of Troop B in Topeka and spent several years as a member of the Governor's
   Security Unit; and
     WHEREAS, Pat O'Rourke was an active member of the Kansas State Trooper's
   Association and had served as its Vice-President; and
     WHEREAS, Pat O'Rourke is survived by his wife, Ann, and his daughter,
   Erin; and
     WHEREAS, In the death of Pat O'Rourke the state of Kansas, the Kansas
   Highway Patrol, his many friends and family lost a loyal and distinguished
   public servant, a dear friend and a beloved family member: Now, therefore,
     Be it resolved by the Senate of the State of Kansas:  That we
   extend our deepest sympathy to the family of Pat O'Rourke; and
     Be it further resolved:  That the Secretary of the Senate be
   directed to send an enrolled copy of this resolution to Mrs. Pat O'Rourke,
   4944 S.W. Auburn Road, Topeka, Kansas 66610, Colonel Lonnie McCollum,
   Superintendent, Kansas Highway Patrol, 122 S.W. 7th Street, Topeka, Kansas
   66603 and Master Trooper Robert S. McKinzie, President, Kansas State
   Troopers Association, 3965 W. 83rd Street, No. 104, Prairie Village,
   Kansas 662085308.
     On emergency motion of Senator Hensley SR 1804 was adopted
   unanimously.
     On motion of Senator Emert the Senate adjourned until 2:30 p.m.,
   Tuesday, January 21, 1997.
